CM/GC Delivery Method • Enabling CM/GC legislation for SANDAG – January 2013 • SANDAG awards two-phase contract: • Phase 1 - QBS contract for pre-construction services input to finalize design • Phase 2 - negotiated GMP contract to construct project • If GMP cannot be negotiated, SANDAG competitively bids contract

CM/GC Delivery Method • May/June 2013 - SANDAG issued RFC to solicit industry comments on RFP template • SANDAG Board approved projects for CM/CG • Mid-Coast Trolley Project • Elvira to Morena Double Track • San Diego River Bridge • CM/GC RFP for approved projects anticipated late August/September 2013

SANDAG CM On-Call Procurement Current CM Resources • 4 CM contracts executed in Mid 2009 • Initial term for each contract was 3 yrs • Original value for each contract was $10 M • Each contract contains four 1-year option extensions • Each contract contains options that could increase contract value by add’l $15 M • Options have increased total value of all contracts to $81.25 M
