University restructuring: Why? • To raise the competitive edge of higher institutions, which lag behind their counterparts in other countries. • The number of universities has already surpassed the number of students available.

Why? • 81% of high school graduates are entering college, much higher than the 61% in the U.S. and the 50% in Japan. • University education has failed to produce the workforce needed by the industrial sector • The society expects a high quality of higher education in order to advance in society.

What? • 5 year plan (2005~2009) • National universities are required to cut the student quota by 10% by 2007 and 15% by 2009. • The Ministry of Education recommends private universities to cut freshman quotas by over 10%.
How? • 124 billion won ($120 million) earmarked for university restructuring by 2008 • In 2005, the government is providing about 50 billion won for merger plans for five national universities and 30 billion won for 15 major universities, which are voluntarily restructuring.
And others? • The ministry will also release detailed data provided by each school, such as annual budgets and spending, the employment rate of graduates and the student-to-professor ratio. • The government is also advised to introduce an independent agency to objectively and precisely evaluate schools.
Incorporating universities by 2009 • The plan to incorporate national universities to ensure their autonomy and financial independence • A university governing board consisting of a president, regional community members and representatives of alumni. • Change to the status of faculty and staff members from civil servants to ordinary workers.
Opposite view • Rather than incorporate national universities, they need to encourage them to have more transparent management among their members to raise our competitiveness and specialization. • The incorporation of national universities will ultimately lead to a rise in tuition, leading to an increased financial burden for parents.
Addressing the weak points • Assure consistency of financial support • Foster the humanities and natural/social sciences • Guarantee the status of staff members • Prepare financial aid programs for students from low-income families
