3. The worst five counties for females: Sagadahoc, Kennebec, Cumberland, Androscoggin, and Knox, are the only counties that have greater rates of detention than males in other counties.

4. The trend line shows a pattern between detention rates and income, when compared with the trends of the previous slide. Counties with higher incomes tend to have higher rates of detention.

5. This graph is a visual representation of the counties and two major problem areas: Child Poverty and Child Detention (male & female). Using this graph, one can see which counties are struggling most in specific areas, and overall. For instance, Washington County has the highest rate of child poverty, but the lowest rate of detentions. Cumberland County has the lowest rate of child poverty, but has higher rates of detentions. Androscoggin County is struggling both with child poverty and detentions. It is within the hopes of the JJAG that at some point this graph be flat, showing no disparity between the counties, and as close to zero as possible; very few kids detained, and very few kids in poverty.

6. Shown: The percentages of each minority out of youth held for the same length of stay. These percentages are then compared to the total population percentages those minorities represent. Example: Out of all youth held 11-15 days, 1.9% of them were Asian. Note: White youth reflect approximately 95% of the total youth population in Maine. If white youth were to be added to this data, the percentage would fluctuate between 79.4-89.2%.

7. Shown: The percentage of each minority for a length of stay. For example, 21.4% of Native detained youth had a Length of Stay of 0-5 days. Insignificant Outlier

THE NUMBERS: Asian: 18 / 1,806 = 1.0% Black/African American: 91 / 3,250 = 2.8% Native American: 14 / 1,087 = 1.2% White: 927 / 122,091 = .76% Detained / Total Population While the differences between the two charts may not seem dramatic, they represent 2.8% of black youth being detained, while only .76% of white youth are detained. Thus, black youth are three and a half times as likely to be detained than white youth.

9. Conclusions • Kennebec County shows a significant difference in detainments between female youth and male youth. • Sagadahoc County’s high rates of detention, especially for females, should be of concern. • There is a negative relationship between poverty rates and detention rates – opposite of the positive national trend. • Black youth are three and a half times more likely to be detained than white youth. • Black youth are almost twice as likely to be detained for a length of stay of more than 50 days than white youth. • Overall, black youth are over-represented, and white youth are under-represented, in Maine youth development centers, according to detainment rates.
