Background Renewable Energy Technologies (RET) Grant Program • Established by the 2006 Florida Legislature (F.S. 377.804) • To provided matching grants for: demonstration, commercialization, research, and development projects relating to RET • Administered by the Florida Department of EnvironmentalProtection (FDEP)

Primary Components of Our Grant Proposal • Showcase PV Demonstration Facility* • Climate-Change Education Center 3. Four Experimental PV Systems 4. Statewide Marketing Program 5. Economic Development Program *The largest rooftop photovoltaic (PV) system in the southeast United States; a nominal one-megawatt system.
Brief Overview of a PV System • Solar collectors contain cells made of solid-state semiconductors • Sunlight is converted directly into electricity (DC converted to AC via inverters) • Wired to the building’s electrical distribution system • Can be connected to a regional electrical grid

Benefits of using PV technology • No greenhouse gas/CO2 emissions • No other air pollutants • Reduces dependence on foreign fuels • Reduces energy bills • Inflation protection: no fuel charge, ever! • Highly reliable, low maintenance • Delays capital investment in new power plants • Creates jobs, promotes economic growth
Education Centerand Marketing Program • Managed by the Environmental Protection Division • To demonstrate PV technology and highlight its environmental benefits. • To educate the public on energy efficiency, RET, and other climate-change issues. • To promote the utilization of RET throughout the state (via an interactive website, programming by Orange TV, and other marketing media).
Economic Development Program Spearheaded by the Metro Orlando Economic Development Commission • To promote the incentives in Florida’s Energy Act, along with our other strong selling points • To bring RET jobs to Central Florida • To attract capital investment by RET companies and other “clean tech” industries

Grant Funding Update • The BCC accepted a $1,802,567 award on 12/4/07(2006 RET Grant Program) • Orange County has been selected for a second award of $697,433(2007 RET Grant Program) • This will bring us to the maximum award for this program: $2.5M

Results of RFP Y8-813 • Scope: a design/build contract for the PV systems and the education center • The highest ranked proposal also had the lowest price • The low price proposal of $7,990,294 was $782,094 (10.85%) over budget • We believe the high prices are due mostly to the current high demand for PV in the west (e.g., 250 megawatts by Southern California Edison).

Funding Options Option 1 Reduce the size of the PV array to 900 kilowatts and proceed with the current budget. Option 2 Increase the project budget by $782,094 and proceed with a one-megawatt PV system(reallocate funds in existing CIP budget).

Action Requested • Approve: • Acceptance of $697,433 grant award from FDEP. • 2. Selection of one firm and an alternate for RFP Y8-813, and authorization for the Purchasing and Contracts Division to negotiate the final contract. • 3. Reallocation of $782,094 in convention center CIP funds to the solar PV project (Option 2).
