Quality Systems, Evolving OQLC • Quality Systems Specialization (QS) Initiated Spring, 2002 • Started as Applied Quality Science, 1990’s • Associate degree holders, “3 + 1”, non-traditional • QS 326, 327, 426, 427, core knowledge forms basis • Based on, around, ISO 9000 rubrics, values • American Society for Quality (ASQ) highly integrated • Quality Engineering, Quality Services (highly flexible) • QS minor, proposed QS Certificate, totally web-based • Becoming Online Quality Learning Community (OQLC)

  3. Quality Systems, Evolving OQLC Online Quality Learning Community evolved as QS curriculum was changed, since about 2000. Three objectives define the long term efforts of OQLC: Objective 1: Develop electronic portfolio assessment as foundational to learning community Objective 2: Operationalize ASQ core knowledge, BS degree completion, professionally Objective 3: Broaden, enhance OQLC network, engaging key partners to build community

Quality Systems, Evolving OQLC • Currently developing OQLC infrastructure • New courses developed, existing curriculum changed, totally online • Electronic, flexible, transportable, not traditional, not residential • Quality Systems Personal Professional Assessment Plan • QSPPAP communicates transfer process, electronically done • Key part of recruitment, self assessment, career planning • Currently trialing QSPPAP as pivotal part of OQLC • Other OQLC infrastructure in the works……. • Web-based portfolio development, assessment systems • Electronic co-op supervision (go to NAIT website, see article) • ASQ and NAIT research, partnerships, key OQLC elements • Much emphasis on standard procedures, documentation as QMS

Quality Systems, Evolving OQLC What does this mean instructionally? • Non-traditional recruitment for 3+1 associate transfer • Two courses per year, total 35 hours minimum, at BGSU • Technical leaders, via ASQ, collaborating, improving • Manufacturing, non-manufacturing, project, research • Electronic infrastructure, Blackboard delivery system • Portfolio systems assess, reflect core knowledge, as QMS • ISO/QS core knowledge, quality functions, applied Complete BS degree focused in QS, totally web-based……

Courseware, Assessment Relationships • Seven sets define core knowledge as the courseware • Primer: overviews system, core knowledge, start point • Cultural: broad change, leadership, transformation • Data: six sigma problem solving, decision-making • Documentation: problem solving, kaizen, lean, ISO • Service: data, documentation in service functions • Information: communications, information technology • Synchronous: product launch, robust analysis, capstone • Manufacturing and non-manufacturing emphasis • MS Word Office Suite, CD format, going to MS Project • Online use design, optimum flexibility, e-commerce • Communication based on broader infrastructure

Courseware, Assessment Relationships • Courseware facilitates, guides development of portfolio: • Team oriented, collective work, based on individual work • Grow knowledge, over course, project deliverables • Improved iteratively, instructor assessment, feedback • Courseware has quality system infrastructure, discipline • Portfolio accumulatively built around courseware tools • Tools completed as assignments, assessed, evolve portfolio • Tools, as courseware, conclude with applications: • Interpret, reflect tool content, project work, applications • Synthesizes team communication, management, QMS • Tables do data, documentation, compiled work, team • Done in electronic shell to show, assess best practices

  11. OQLC Next Phases, Future Emerging Build infrastructure, relationships with various academic and industrial partners, further define and grow OQLC, as a larger statewide entity, and beyond. Currently building articulation agreements with two year institutions.Broad relationships provide a quality system, assessment system model, with ASQ and NAIT as key partners. Project is in the early stages begun on a limited basis, 2003-2004, based on proposal through College of Technology and Continuing Education, BGSU.

OQLC Next Phases, Future Emerging Challenges and opportunities remain………… • Out of state tuition, use of student fees, creative funding • PC laptop as key infrastructure, same hard and software • Annual (e) conference to show “best practice” knowledge • Marketing, communicating the idea, recruit…….. • Discussing with ASQ, NAIT, sections, student branches • Doing assessment, portfolio construction • Drafting articulation agreements, others Key measurables, data collected, will document progress
