From 1 April 2002 Non Departmental Public Body whose performance will be monitored by the DoH Care Standards Act 2000 and Regulations National Standards National Registration and Inspection Methodology National Procedures and paperwork Inspection staff will transfer to NCSC LA adult, elderly and children’s homes will require to be registered National Care Standards Commission (NCSC)
NCSC • National Headquarters - St Nicholas Building Newcastle upon Tyne • 8 Regional Offices North East Regional Office - Darlington • 71 Area Offices • Newcastle, North Tyneside and Northumberland Inspection Units will relocate to Cramlington and become the Northumbria Area Office.
NCSC • Responsible for: • Regulation of registered facilities, which includes: • Registration, Inspection, Investigation of Complaints and Enforcement • Improving quality of services • Supporting consumers - information and complaints • Informing and advising Government
Repeals the Registered Homes Act 1984 Amends Part X of the Children Act - day care services for children to OFSTED Creates the National Care Standards Commission Creates the General Social Care Council (Part IV) Protection of Vulnerable Adults (Part VII) – List of unsuitable persons to be kept by Secretary of State Care Standards Act 2000
What will be regulated Care Homes Children’s Homes Residential Family Centres Private and Voluntary Hospitals and Clinics Domiciliary Care Agencies Nursing Agencies Voluntary Adoption Agencies and Fostering Agencies Day Care (from 2003) Services to be inspected only:- L.A Fostering LA Adoption Welfare aspects of Boarding Schools Possibility to extend regulatory remit Care Standards Act 2000

Registration Fees £1400 per home (includes proprietor and manager) Annual Fees £50 per registered bed from 1 April 2003 £750 for domiciliary care from 1 April 2003 Accommodation upgrading Staff Training (by 2005) Registered Managers to have NVQ 4 in management 50% care staff to have NVQ 2 in care Financial Implications
Summary • The responsibility for regulation will transfer from LAs and HAs to NCSC from April 2002. • LA service provision will be registered under the Care Standards Act 2000. • National Minimum Standards must be met. • National Registration and Inspection procedures • Higher Profile for Regulation.
