Welcome To CUMBERLAND HEAD SEWER DISTRICT INFORMATIONAL MEETING JULY 2009
AGENDA PURPOSE HISTORY PROPOSED IMPROVEMENTS COSTS QUESTIONS
Purpose of this Meeting Provide information to the residents and businesses on Cumberland Head concerning the potential of the establishment of a sewer district. No Town Board action will occur at this meeting.
Project History • Study started in 2005, first draft in 2006 • Preliminary Engineering Report Finalized in May 2007 • Recommend wastewater collection system layout for Cumberland Head • Analyze Champlain Park WWTF to determine modifications required to meet current and future standards • Examined requirements to upgrade Champlain Park WWTF to meet phosphorus removal requirements • Examined potential to pump waste to City and eliminate Champlain Park WWTF • Champlain Park Wastewater Treatment Plant is being replaced by Pumping Station • Town recently received offer of funding assistance from USDA. • $5,395,000.00 Grant • $6,815,000.00 Loan • $10,000.00 Town • $12,220,000.00 Total
STUDY AREA Champlain Park is in consolidated sewer district. • 2,350 Acres • 684 Parcels • 114 Vacant • Estimated Population: 1,420 • (exclusive of Champlain Park)
BASIC INFORMATION • SOILS • Shallow • Poorly Drained and Stony • ROCK • Cumberland Head Shale • Depth Ranges from Outcroppings to over 8 Feet • TOPOGRAPHY • Elevation = 100 at Lake • Rises to Elevation 200 at Center • GROUNDWATER • Relatively High
COLLECTION SYSTEMS • GRAVITY: • Traditional Sloped Pipes & Manholes • Pump Stations will be Required • LOW PRESSURE SEWERS (LPS): • Individual sewage grinder pumps • - Small-Diameter Pressure System
RECOMMENDED COLLECTION SYSTEM LOW PRESSURE SEWERS • Smaller diameter pipe sizes and therefore saves on material and construction costs. • LPS force mains need only be installed below the frost line, thus eliminating the need for deep sewers and manholes. • LPS reduce or eliminate the need of municipal pumping stations. • LPS piping is adaptable to alignment changes necessitated by existing utilities and changes in elevation. • LPS systems receive essentially no infiltration or inflow.
USER COSTS • THREE COMPONENTS • DEBT SERVICE (ASSESSED VALUE/EDU) • USE COST (METERED) • INITIAL COST (HOOKUP)
DEBT SERVICE USDA LOAN $6,815,000.00 TERMS: 38YRS @ 3.75% ANNUAL DEBT SERVICE = $339,330.00 DISTRICT ASSESSED VALUE = $156,178,700.00 80% TO BE BY ASSESSED VALUE $271,000.00 20% BY EDU METHOD $68,000.00 TAX RATE = $1.74 / 1000 AV EDU RATE = $100 PER EDU
USE COST • BASED ON WATER METER READING • * $4.27 PER 1000 GALLONS • MEDIAN HOUSE ON CUMBERLAND HEAD • 46,000 GALLONS/YEAR = $197+ YEAR
MEDIAN HOUSEHOLD Debt Service without grant Debt Service with grant
Initial Costs • Property Owner Must Eventually Connect to the System • Property owner abandons existing on-site (septic) systems • Extends house lateral to grinder pump • Estimated Cost to Connect • $1,500 To $2,500
