EnergyConnect Proposal Highlights • There should be some incentives for demand resource to be in energy market besides bill reduction (from load curtailment). • Introducing Penalty for LSEs who have awards for DA Supply Offers but not performed in RT • Penalty $$$$ will go to LSEs who had awards for DA Supply Offers and performed curtailments in real-time. • Not introducing more complexity • No CBL calculation needed • Not to make settlement too complex
Case 1: Only One LSE awarded • No penalty • No credit • Benefit from saving bill for lowering the usage
Case 2: More than one LSEs awarded (1) • Assumptions: • More than one LSE awarded • All awarded LSEs performed load curtailments • The criteria for determining if performing or not • Load schedule – Real-time Usage > 0 • Results • No penalty • No credit • Benefit from lowering bill (load curtailment)
More than 1 LSEs Awarded (2) • Assumptions: • More than one LSE awarded • Some awarded LSEs performed load curtailments, some others not performed load curtailments • The criteria for determining if LSE performing load curtailment or not • Load schedule – RT Usage > 0 • Curtailed MW = Load schedule – RT Usage
More than 1 LSEs Awarded (2) cont. • Penalty • Total non-performed awarded MW X RTLMP • Credit • LSEs who performed curtailments should get additional credits for load reductions • Distribution Ration (for the i-th LSE) = Curtailed MWs for LSEi / Total Curtailed MWs
