THE VISION To reconnect to the common man and Government in a relationship which is not of a mere recipient beneficiary but of an active, aware participant in a process of accelerated rural growth in a language which the people understand and in a way that answers the needs in the most efficient, transparent manner.
EXISTING GAPS • SIRD should be under the control of the secretary, RD and Panchayat at the State level. • ETCs should be under the control of SIRDs. • Inadequate faculty • Competency and Capability of the faculty should be increased. • Lack of awareness of best practices. • Lack of coordination between departments , agencies and objectives
PLUGGING THE GAPS • Need based training must be made mandatory. • Capacity building of the faculty and training staff is essential. • Functionaries at grassroots level must be trained in IT and they should have a pro- technological orientation. • Uniform administrative structure of SIRDs and ETCs. • Institutional networking at state, district, block and village level.
STRATEGIES FOR IEC • Collaboration with different agencies like Doordarshan, AIR Kendra/ NFDC , print media and cable network. • Utilising state universities which run media courses for IEC. • Community Radio, Local newspapers and local media. • Use of folk and local cultural institutions.
INSTITUTIONAL BUILDING • Strengthening Gram Sabha. • Empowering grassroot institutions CBOs, SHGs, youth Organizations, water users association and other grassroots institutions. • Connecting Different village level organizations to achieve common objectives. • Strengthening ETCs and SIRDs and other institutions engaged in training in terms of finance, faculty, capacity building.
TECHNOLOGICAL INTERVENTION • E-records at GP level and capacity building thereof, • GIS based planning and monitoring for area based training • PDAs, to Gram Sachivs and Sarpanchs and training thereof, • Voice based mobile telephony for e-Governance.
LAB TO LAND TRAINING • Adopting a block as a model • All best practices should be adopted in that block. • Social Audit. • Account Management
AGENCIES RESPONSIBLE • For IEC: SIRD, department of rural development and dept. of public relations, DRDAs • At district level: district collector to coordinate • Involvement of universities • Engaging the youth • NIC • Local cultural practices, grassroot innovations and low cost technology is the key to success (action by the community)
