3. Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Background • It was proposed by China. • It was approved by BMC at the end of 2012. The approved APEC funding was US$90,000. • Co-sponsor: Canada, Hong Kong, China

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Objectives To obtain green growth, promote regulatory integration and to protect environment and human health in the APEC region • Share experiences and best practices on the reduction of harmful exhaust emissions from ships. • Provide policy recommendations on the prevention of air pollution from ships. • Develop a framework to use clean energy and reduce energy consumption regarding prevention of air pollution from ships.

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Expected Output • A 1-2 days workshop will be held. • A final report will be developed, containing best practices, a framework to use clean energy regarding the reduction of harmful exhaust emission, and providing recommendations.

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Progress √ The Change of PO • Following consultation with Canada, China, as the original PO, has submitted a request to the Secretariat to change the PO of the project. • Following the concurrence of the Secretariat, Canada has taken over the responsibility of PO, and the new PO is: • Mr. Daniel Haché • Director • International Marine Policy, Transport Canada

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Progress √ Apply for an Extension It is planned to extend the completion date of the project from 31 December, 2013 to 30 June, 2014 . This extension is to ensure a sufficient time for the implementation of the project so that the objectives of the project would be well met. A written request for the extension will be submitted to the Secretariat by Mr. Haché.

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Progress √ Work Plan • The project will be conducted in 3 phases: • Phase I (July 2013 to October 2013) • To collect and verify data, and conduct full assessment of environmental impact of harmful exhaust emissions from ships in the APEC regions. • Phase II (November 2013 to March 2014) • To conduct evaluation on measures and practices. • Phase III (April 2014 to June 2014) • To formulate policy recommendations.
