‘APEL in the UK is only a marginal activity for Higher Education Institutions and is predominately used only for access with advanced standing. Despite its substantial track record it is still regarded with scepticism on resource and academic grounds’ Garnett, J., Portwood, D. and Costley, C. (2004) Bridging Rhetoric and Reality: Accreditation of Prior Experiential Learning (APEL) in the UK http://www.uvac.ac.uk/wp-content/uploads/2010/08/APEL-Report-FINAL1.pdf

Ymateb i Addysg Uwch – PartneriaethResponsiveness in Higher Education: a Partnership Approach • The content and delivery needs to be designed in consultation with the customers (Torfaen, Dyslecsia Cymru) • There must be a recognition of the social and economic issues of Wales (ESF funding) • Flexibility and rapid response to market needs is critical (Murco – APEL project) • All provision must be quality assured through QAA Framework
Y Cyd-destun RhyngwladolThe International Context • Prior Learning International Research Centre in Canada – growing labour force through immigration, Quebec issues of bilingualism http://www.tru.ca/distance/plirc.html • Council for Adult and Experiential Learning (CAEL) in US (diverse across institutions) http://www.cael.org/home • Australia, particularly linked to workforce development, credit focused, requirement of any accredited training
Y Cyd-destun EwropeaiddThe European Context • French assessment centres • Scotland: RPL in National Credit and Qualifications Framework – policy driven and workforce development based (SQCF) • QAA Guidelines on the Accreditation of Prior Learning (2004)

Dysgu trwy Brofiad: Diffiniad CCAUCExperiential Learning: HEFCW Definition The accreditation of prior experiential learning (APEL) is the process through which learning achieved through prior experience, eg from work, community or volunteering, which has not been previously assessed and/or awarded credit, is recognised. Credit is not awarded for the experience itself, but for the learning evidenced from that experience’ HEFCW, Circular W10/42HE 2010)
Achredu Dysgu trwy Brofiad: YstyriaethauAccrediting Experiential Learning: some issues for consideration • What level is the learning? • How much learning rather than experience has gone on? • How do we judge group/individual learning? • How recent is the learning? • How relevant is it to the qualification? • How can we judge its quality? • What evidence are we looking for?
Y Fframwaith Arfer ProffesiynolThe Professional Practice Framework • ‘Shell’ framework to accelerate validation/approval • Accreditation of employers’ staff development programmes (Torfaen) • Provision of bespoke modules Dyslecsia Cymru • Recognition and Accreditation of Learning module: themes of authenticity, breadth, currency, relevance • APEL up to two-thirds • WBL Project (and Research Methods, Learning Plan, other modules)

CadarnhaolPositive • Smaller institution, senior management support • Support of our External Examiner from Middlesex University • HEFCW funding for experiential learning • LATERAL project a major incentive and allows us to train a number of staff • LATERAL also allowed for appointment of Project Officer and face-to-face explanations of APEL • Working with large employers has made them aware of APEL possibilities for their staff (eg Torfaen, out of 19, there will be a total of 15 APEL claims) • Attracting different kinds of students – mature/experienced, important in terms of widening participation and access
NegyddolNegative • Primarily based on PPF area, other areas use certificated learning but not experiential • Need to further involve admissions, finance, registry and IT staff across the university • Staff lack confidence in tackling an application purely based on experience • Administration costs for the university are significant, but can be offset by HEFCW funding at present – what about the future of funding though?
CyfleoddOpportunities • Need to be made more mainstream – there should be a shared understanding about APEL across institutions • APEL should be discussed at interview stage for appropriate students who have strong work experience such as Foundation Degree students • Learners with vocational qualifications eg NVQs, professional qualifications, NOS see other HE opportunities • Employers seem very positive about APEL opportunities, many managers we discuss this with commit to the process for themselves. Link to the idea of developing a ‘culture of learning’ from Leitch Review

‘To choose to use a language, is an act of identity or belonging to a particular community. Identity goes beyond the choice of a language or a name, it is also an economic freedom.’ (Nettle and Romaine, p.173)
... the development of bilingual education in Wales is not a purely educationally derived phenomenon. It does not develop from simple arguments about the educational virtues of bilingual education. Rather, such growth, is both an action and reaction in the general growth of consciousness about the virtues of preserving an indigenous language and culture. (Baker 1993: 9)
Accreditation of prior certificated learning (APCL): a process, through which previously assessed and certificated learning is considered and, as appropriate, recognised for academic purposes. Accreditation of prior experiential learning (APEL): a process through which learning achieved outside education or training systems is assessed and, as appropriate, recognised for academic purposes. QAA (2004)
‘Recognising learning at, through and for work makes new demands of higher education concepts, practices and structures. Work based learning requires educational practitioners to question not only their practice but also their underpinning epistemological beliefs.’ Dr Margaret House , Foreword to Garnett, J., Costley, C. and Workman, B. (Eds.) Work Based Learning in HigherEducation, Middlesex University Press 2009
