  3. Goal 5: Reduce exposure to chemicals as a result of accidental chemical releases and/or acts of terrorism Objectives 1. Establish a chemical emergency advisory/notification mechanism between Mexico and the United States 2. Develop and implement 14 sister cities joint contingency plans – Target is 2008 3. Revise sister city plans to include preparedness and prevention activities and counter terrorism – Target is 2012

Key Goal#5 Accomplishments to Date • 15 binational forums on emergency preparedness and response. • 13 Binational Emergency Response Plans; 2 are nearing completion. • 5 functioning Task Forces: San Diego/Tijuana Imperial County/Mexicali Arizona/Sonora New Mexico/Chichuahua Texas/Coahuila/Nuevo Leon/Tamaulipas • Several high profile, binational hazardous material exercises • Bilingual technical training on a variety of preparedness , disaster management, emergency response topics. • Reimbursement and insurance coverage for US state and local cross border emergency responses

Region 6 Priorities for 2005 • Texas/Tamaulipas/Nuevo Leon/Coahuila • New Mexico/Chihuahua • Update existing Sister City Plans • Provide training to local first responders • Conduct binational exercises to test and improve • Sister City Plans • Perform risk analysis of hazardous chemicals that may • pose a threat to local communities.

Region 9 Priorities for 2005 Arizona/Sonora • Update the Ambos Nogales Sister City Plan. • Combine the Douglas/Agua Prieta and Cochise County/Naco into one Cochise County/Sonora Plan. • Finalize and distribute the Bilingual Field Guides • Conduct a Table Top and full field exercise in the Naco area. • Initiate a Cooperative Agreement Pilot project for cross border emergency response. • California/Baja California • Finalize and sign the Mexicali/Imperial County Sister City ER Plan • Develop and conduct an Inspector’s training in Spanish to obtain and document standardized chemical inventory and risk assessment information from Mexican businesses. Provide prevention and emergency planning advice to businesses. • Develop the infrastructure for an Emergency Management Academy in Tijuana; begin conducting emergency response training. • Conduct a Table Top and full field exercise. • Initiate a Cooperative Agreement Pilot project for cross border emergency response.

  7. 2005 Program Challenges/Next Steps • Obtaining PPE for local /state Mexican responders • Achieving sustainable cooperation between and among US and Mexico border-wide state and federal agencies • Coordinating with the US DH (Customs) and Aduana de Mexico to facilitate border crossings for federal responders and their contractors • Obtaining Cross Border Insurance for US local responders
