Objectives • Establish a 2008 baseline for FE colleges using emandate • Construct a reasonable 1999 baseline • Establish the requirements to achieve differing levels of carbon reduction • Advise on elements of a carbon strategy for the sector • Advise on additional data collection needed to monitor progress
Backcasting Assumptions • Scope 1 emissions largely driven by heat demand and in turn driven by age of building stock • Scope 2 emissions, from electricity, more variable • influenced by learner numbers • efficiency and number of electrical appliances • carbon content of grid electricity
Base Forecasting Assumptions • Scope 1 emissions continues to be driven by refurbishment and new build • Scope 2, electrical, emissions driven: • by learner numbers, driven in turn by demographics • increased electrical efficiency • grid decarbonisation
Further Options • Renewable/low carbon heat: • solar thermal • biomass CHP • gas powered CHP • Anaerobic digester CHP • Renewable/low carbon electricity: • gains from CHP • wind and solar
Reporting Options • Use eMandate to report energy usage and other emissions to be consistent with CRC and DECC requirements: • Scope 1: Gas, Oil, LPG, Coal, Biomass, Vehicle fuels • Scope 2: Grid electricity • Scope 3: Mains Water, Waste to Landfill, Waste to Recycling
