  2. Navitus Bay Development Limited (NBDL) is a joint venture between Eneco and EDF Energy created to develop the Navitus Bay Wind Park. Eneco is a Dutch utility owned by 60 municipalities with over 2 million customers in the Netherlands. The company has a strong focus on sustainable generation with interests in onshore and offshore wind, solar, hydro and geothermal EDF Energy is the UK subsidiary of EDF, with over 5 million customers in the UK. EDF Energy have 20 onshore wind farms in operation and are currently constructing the Teesside Offshore Wind Farm, due for completion at the end of 2012. Who are we? 2 2

The Crown Estate – Round 3 • Offshore Wind is key to the Government’s targets for renewable energy generation • The Crown Estate announced 9 sites for development in 2008. • Eneco was awarded Zone 7 in January 2010. • 32 GW have been identified from Offshore Wind by 2020. • If realised, would meet 25% of UK demand 3

Planning process New planning regime in place for ‘Nationally Significant Infrastructure Projects’ under The Planning Act 2008 NBDL will submit a Development Consent Order (DCO) incorporating the required consents including, if required, compulsory purchase Planning Inspectorate (PINS) will examine the application and will make a recommendation to the relevant Secretary of State, who will make the decision on whether to grant or to refuse development consent 10
