WORLD SERVICES CONGRESS 2001 • Globalisation & Liberalisation • • The China Market • • The New Economy • Services: The Driver for the Global Economy 20-21 September 2001 Hong Kong Convention and Exhibition Centre WSC 2001 is a collective effort of the international services network. The host, "Hong Kong Inc", is a partnership of the Hong Kong private and public sectors coordinated by the Hong Kong General Chamber of Commerce and the Hong Kong Coalition of Service Industries. The World Trade Organisation has given its support to the Congress.

WORLD SERVICES CONGRESS 2001 Introduction • Nature: a foremost international forum • Participants: high-level national and international leaders from the business sector, government, academia, regulatory bodies, and the media • Topics: key economic and policy issues confronting the global service economy. • History: 1999 WSC in Atlanta attracted 700 delegates from 53 jurisdictions.

WORLD SERVICES CONGRESS 2001 Objectives • To heighten awareness of the commanding role of services in the new and globalised economy of the 21st century. • To enable businesses to identify opportunities, confront trade and investment barriers, enhance access to new markets, exchange information, and network with leaders of the global servicing economy. • To highlight the impacts and opportunities arising from the "new economy" and the growing market of Mainland China. • To provide policy recommendations on the most significant issues affecting service sector development, employment, trade, and investment. • To influence the multilateral negotiations on liberalisation of trade in services under the World Trade Organisation, through interaction with the next WTO Ministerial Conference.

It will examine the role of services in the globalised economy and address issues such as the effect of globalisation and trade liberalisation on economic development, the impact on local industries and SMEs, the implications on productivity and competitive efficiency, and so on.

The role of the service industries as a growth and employment engine for China will be examined, as will the implications of trade liberalisation and regional development. The opportunities and pressure points from specific service sectors of interest will also be discussed.

The chairmen of the ten (or fourteen) breakout groups will each give a three-minute summary of the main points from their group’s deliberation, followed by open discussion.

We shall discuss the “next stage” of the Internet revolution and examine how services liberalisation can be further taken forward in a globalising world where business transactions are being rapidly advanced through modern technology. Does trade policy need to be re-defined in the Internet era? Can e-commerce be regulated? - These are some of the questions to be addressed.
