Capacity Building CB indicators measure a national government’s performance in: • enhancing the capacity of government agencies to provide access • enhancing the capacity of the public to utilize the access system, including access-specific CB and general civic and environmental education • enhancing the capacity of sub-national governments to provide access • providing an enabling environment for the media and for CSOs.

  3. Capacity Building In a TAI Assessment, CB is treated as a “Category” with A2I, PP, and A2J, because capacity building is vital to improving access in a country.

  4. Capacity Building However, unlike the other Categories: • Researchers do not select CB cases. Instead, every case in A2I, PP and A2J case will include a number of CB indicators. • Some “general” CB indicators are addressed once per assessment as they apply to the national level. These indicators function like the general law indicators.
