Outcomes Participants will: • Understand the responsibilities of the principal, SSC Chair, Advisory Group Representatives and SSC members • Learn about Title I, Ca. Dept. of Ed. Code and District requirements • Learn SSC tasks and governing laws • Implement data driven decision making • Increase understanding of categorical budgets
Why do we have an SSC? Every district school is required to establish and maintain an appropriately configured School Site Council (CA Ed Code Section Section 52852 and SDUSD Administrative Procedure 9060). • SSCs must be established at schools participating in education programs supported by categorical funds
What is the SSC? The SSC is a decision-making committee that: • Oversees the Single Plan for Student Achievement (SPSA) and corresponding categorical budgets • Develops or revises the site Title I Parent Involvement Policy & Home School Compact
SSC Member Responsibilities
Responsibilities of all Members • Focus on improving student achievement for all students • Regularly attend SSC meetings • Review meeting procedures • Review procedures regarding categorical programs and budgets • Be prepared to serve on subcommittees to assist the SSC
Principal Responsibilities The principal at each site is responsible for ensuring that the School Site Council is fulfilling its duties under federal, state, and District mandates.
Principal and SSC Chair Responsibilities The principal and SSC chair are responsible for working together to guide the School Site Council. They must: • Maintain all records in the SSC notebook • Co-sign all required documents • Set the monthly agenda • Collect and organize all handouts for meetings • Educate other members • Follow the Greene Act requirements
Advisory Group Representative ResponsibilitiesDAC, ELAC and SAC • Disseminate information distributed at the monthly DAC and ELAC meetings • Train SSC members on content and procedure addressed at the monthly DAC and ELAC meetings • Participate in any school-wide parent needs assessment • (SAC) Promote the importance of regular school attendance

Tasks of the SSC • Complete English Learner Advisory Committee (ELAC) tasks (if SSC has ELAC authority) • Complete School Advisory Committee (SAC) tasks (if SSC has SAC authority)
Tasks of the SSC • Monitor Implementation of the SPSA • Review school and student performance data • Establish/Review school goals • Collaborate and seek input from other school committees • Annually recommend the SPSA to the SDUSD Board of Education for approval • Develop/Oversee Title I Parent Involvement Policy and Home/School Compact
District Advisory Council • The DAC representative or alternate should attend the monthly DAC meeting • National, state, and district information is discussed at DAC meetings • The DAC representative should report all DAC information to the SSC so that stakeholders are informed
English Language Advisory Committee • The ELAC representative or alternate should attend the monthly ELAC meeting • National, state, and district information is discussed at ELAC meetings • The ELAC Rep. should report all ELAC information to the SSC
School Advisory Council • The SAC representative or alternate should attend the monthly DAC meeting • National, state, and district information is discussed at DAC meetings • The SAC Rep should report all DAC information to the SSC
The Purpose of the SPSA The purpose of the Single Plan for Student Achievement is to create a cycle of continuous improvement of student performance, and to ensure that allstudents succeed in reaching academic standards set by the State Board of Education. Title I Law Every Title I school must: • Review the District Title I Parent Involvement Policy with Guidelines for Implementation • Develop or revise as needed the site Title I Parent Involvement Policy and the site Home/School Compact
Title I Law • Distribute copies of these three documents to parents in English and other languages as needed • Conduct the annual Title I meeting to inform parents of the Title I Program and its requirements
The Greene ActOpen Meetings • Agenda is posted 72 hours in advance of the meeting • Posting is in a place accessible to public • Agenda must state location, time, and date of meeting • Agenda includes specific details of the meeting • Voting takes place only on posted agenda items unless item is added by unanimous vote
Effective Meeting Management Effective Meeting Management is the foundation of productive meetings The chairperson is the gatekeeper of meeting order The District uses Robert’s Rules of Order as its parliamentary guide
Bylaws Bylaw articles should address: • Duties of the SSC • Membership • Elections • Office • Committees • Meetings • Amendments Bylaws guide the council.
Agenda The agenda should contain: • Call to Order • SSC Business • Data Review • SPSA • Budget • DAC & ELAC & SAC • Public Comment
Records If it is not written, it does not exist. • Minutes, agendas, sign-in sheets, handouts, documents from SSC meetings, and the SPSA are public records • Documents must be kept in the SSC notebook • The SSC Notebook must be made available for public review upon request • Copies must be made upon request * *Please allow schools reasonable amount of response time per request.
Meeting Minutes • Serve as group memory • May be requested by any member of the public • Considered legal documents in the event of a dispute • Always on the agenda for approval SSC secretary can ask for clarification when taking minutes
Why do we maintain records? Categorical Program Monitoring (CPM) • Federal and state laws require the California Department of Education (CDE) to monitor the implementation of categorical programs operated by all California school districts • CPM is a combination of data and document review, and onsite visits of categorical programs administered by our district (requires 7 years plus current year)

The Big Picture The SPSA is a living document that: • Reflects your school’s goals and strategies to improve student achievement • Is a comprehensive plan that is not limited to strategies funded by categorical budgets • Will be posted on the Program Monitoring website and is available upon request
Monitoring the 2009-10 Plan(Ongoing) • Review relevant school and student achievement data • Consider the effectiveness of activities currently in place • Modify or eliminate ineffective activities • Identify obstacles • Examine budget expenditures • Seek input from school committees • Adjust goal objectives and expenditures as needed
What areSMART Goals? S = Strategic and Specific M = Measurable A = Attainable R= Results-based T= Time-bound
Systems of Intervention Tier 3: Intensive Intervention Intensive support specifically designed for individual students (Should address the needs of 5-10% of all students) Tier 2: Strategic Support Additional layered support for students provided in small groups (Should address the needs of 15-20% of all students) Tier 1: Universal Access Access for all students to common, strong, core instructional program that is engaging, rigorous, culturally relevant, and standards-based (Should meet the needs of 70-80%)
“Show Me the Money” The Budget
School Budgets Schools have two primary sources of funds to operate the school. • Unrestricted budgets (district funds) • Restricted budgets (categorical funds) In addition, schools may receive funds through grants, foundations, PTA, and miscellaneous other sources.

Guidelines for Categorical Expenditures The purpose of supplemental funds is to: • Provide direct instructional support to students to improve academic achievement in ELA and mathematics using Tier 2 & 3 strategies • Supplement the district’s general program. • Support professional development • Foster new types of parent partnerships that focus on improving student achievement
Reallocating Expenses Before requesting a budget transfer of expenses, you must remember: Money is not limitless—you must transfer money out of a resource in order to pay for the newly-identified expense. The SSC should make prudent use of limited funds. You should get the most “bang for your buck.”
