  5. About CBCAP Funding • The CBCAP was established by Title II of the Child Abuse Prevention and Treatment Act (CAPTA) Amendments of 1996. The purpose of the CBCAP program is to support state efforts to create and operate statewide networks of community-based, family-centered, prevention-focused family resource and support programs, which strengthen families and reduce the incidence of child abuse and neglect.

  6. CTF CBCAP Funding: Eligibility CTF awards contracts to public entities (schools, health departments), and private agencies and organizations that have 501(c)(3) status or other proof of exemption.

  7. Funding for FY 2011 • Approximately $200,000 is available for new programs.

  8. Funding Cycle Assuming that adequate federal funding is maintained, CTF will be able to offer second, third, fourth and fifth year funds to applicants through an annual renewal application process. During the renewal process for second through fifth year funding, grantees will be expected to document progress in achieving their goals and objectives, and compliance with administrative guidelines.

  9. Matching Funds Requirements CTF requires a 20% cash and/or in-kind match of the total funds annually requested from CTF. Match costs may include project-related volunteer time, support office/meeting space, supplies, equipment, phone and fax costs, other devoted staff time, etc.

  10. Funding Limits CTF anticipates selecting two new sites in which to implement the CBCAP Missouri (Lead Agent) Model, so the average award will be approximately $100,000.

  13. About the Application • It is available in Word format. • Be sure to follow the outline in the application and include all the information requested. • Separate each section with the headings provided to clearly identify all information.

  14. Project Narrative • Use plain white paper • Narrative must be typewritten • Separate each section with headings • Label all attachments • Follow the requested outline and format

  15. Additional Supporting Documentation • Current Copy of 501(c)(3) certification (if applicable)

When Submitting the Application… • Mark the “ORIGINAL” application in the upper right-hand corner of the Cover Sheet. • Applicants MUST use the forms provided by the Children’s Trust Fund. • Include any statistics, data, and highlights of your project within the narrative where it best applies. If a formal needs assessment has been completed, please include a copy with your proposal. • Please do not bind your grant application. Secure it with a binder clip in the upper left-hand corner. • All requested signatures in the application must be original. Stamped or faxed signatures will not be accepted. • All applications must be signed by the proper individuals. Failure to secure proper signatures could result in an invalid application.

  17. Application Due Date • Applications must be postmarked or delivered by : April 9, 2010 • Applicants will not be contacted if an item is missing from the application, or if a component is technically incorrect. • It is strongly recommended that applicants use the United States Postal Service or a traceable shipping service that guarantees a delivery date to ensure that applications arrive timely.

  18. Submission Instructions Applicants shall submit one (1) original and three (3) copies of the completed application. This includes one (1) original and three (3) copies of both Exhibits A & B. Please use a binder clip, in the upper left hand corner, to secure your application.

  20. Application Review and Award Process The Children’s Trust Fund will use a three-part process for reviewing FY 2011 CBCAP applications: • Applications will be distributed to the evaluation team for review. • Finalist may be asked to come to Jefferson City for an interview with the evaluation team. • Review outcomes will be discussed with the CTF Board of Directors’ Program Committee and final recommendations formulated. • Announcements will be made by mid-June.

  21. Contractual Agreement and Contract Period If approved, an Award of Contract will serve as the contractual agreement between CTF and the applicant. Exhibits A & B will be considered part of the contractual agreement. The contract period for approved projects is: July 1, 2010 through June 30, 2011
