Ayele (a.k.a) W had informed OpenAIRE that many of his journal articles published on Zenodo were being redistributed and incorrectly attributed to others who have in no way shape or form participated in the writing and publication of Michael A. Ayele (a.k.a) W review of events that led up to the enactment of the Jeanne Clery Act. Via email dated October 04th 2023, OpenAIRE have recognized that Michael A. Ayele (a.k.a) W journal articles published on Zenodo were being redistributed and incorrectly attributed to others.

As a representative of the media and a member of the general public, who's primarily engaged in the dissemination of U.S government records, I have others concerns with the way my papers on Zenodo were indexed by Scinapse because they were wrongfully attributed to the American Civil Liberties Union (ACLU). Indeed, I regret to inform you that Scinapse have erroneously attributed the papers I had submitted on Zenodo to the ACLU. Although they have in writing agreed to correct the errors they had made, they have not provided a clear timeline of when they will get to this specific task saying only that they would have to do it "manually" after the South Korean national holiday: Chuseok. Furthermore, they have refused to disclose the terms and conditions of the contracts they have concluded with Zenodo. I have reached out to Zenodo about this a few days ago like I have reached out to Scinapse as well. However, thus far, I haven't heard anything back from Zenodo. Could you perhaps inquire about this? Also, is there a specific date of the month OpenAIRE picks for the purpose of indexing papers that are published on Zenodo? Please find attached to this email my correspondence with representatives of Scinapse as well as the way my submitted research on Zenodo was wrongfully attributed to the American Civil Liberties Union (ACLU) even though I am in no way shape or form affiliated with the ACLU. Are you sure that Zenodo publications are included on these platforms? As you may be aware, I have an account on Semantic Scholar, so I'd be interested in adding my Zenodo publications to my Semantic Scholar profile. Have you previously helped people adding their Zenodo publication on their Semantic Scholar accounts? According to a June 13th 2022 article published on Zenodo: " Zenodo's vision is to enable researchers around the world to share and preserve any research output from any discipline via a seamless user experience. The same features that make it easy for any researcher to share and preserve their research, as a side effect also make it easy for spammers to misuse our service. (...) Today, we're introducing yet another counter-measure to fight spammers. Content from new users will, as of today, be ranked below content from safelisted users. This means that spam will be less visible in all search results, allowing our automated classification system more time to catch the spam. I have mentioned your issues with creating an account to our product team and asked that they review the issue when they have time. Please also note that we have a vacation from this Thursday until next week Wednesday because it is Chuseok in Korea. As for editing author profiles. I actually mentioned that the information is AI generated (that is why some inaccuracies occur at times, and we are working on fixing these data issues, but it's not a simple task, that's why every academic search engine available has similar issues). We are not withholding access to editing, we just haven't implemented editing yet because again, it's a complex issue. Currently editing a profile requires knowledge of JSON. We also need to consider other important things like how we will be able to verify the person requesting to edit an author page is in fact the author etc. We are a small startup in South Korea, with limited resources, and we are doing our best to create a very useful research analysis tool that can help researchers and possibly give access of knowledge to those who aren't privileged enough to pay publishing companies to access information. But it's not perfect yet and we have some obstacles to overcome. As for our data, it is all legally accessed, I can assure you of that. We would not have received funding if we were doing anything illegal, but we also cannot disclose those contracts because they are confidential. EXPLANATION OF EXEMPTIONS SUBSECTIONS OF TITLE 5, UNITED STATES CODE, SECTION 552 (b)(1) (A) specifically authorized under criteria established by an Executive order to be kept secret in the interest of national defense or foreign policy and (B) are in fact properly classified to such Executive order; (b)(2) (b)(3) related solely to the internal personnel rules and practices of an agency; specifically exempted from disclosure by statute (other than section 552b of this title), provided that such statute (A) requires that the matters be withheld from the public in such a manner as to leave no discretion on issue, or (B) establishes particular criteria for withholding or refers to particular types of matters to be withheld; (b)(4) (b)(5) trade secrets and commercial or financial information obtained from a person and privileged or confidential; inter-agency or intra-agency memorandums or letters which would not be available by law to a party other than an agency in litigation with the agency; (b)(6) (b)(7) personnel and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy; records or information compiled for law enforcement purposes, but only to the extent that the production of such law enforcement records or information ( A ) could reasonably be expected to interfere with enforcement proceedings, ( B ) would deprive a person of a right to a fair trial or an impartial adjudication, ( C ) could reasonably be expected to constitute an unwarranted invasion of personal privacy, ( D ) could reasonably be expected to disclose the identity of confidential source, including a State, local, or foreign agency or authority or any private institution which furnished information on a confidential basis, and, in the case of record or information compiled by a criminal law enforcement authority in the course of a criminal investigation, or by an agency conducting a lawful national security intelligence investigation, information furnished by a confidential source, ( E ) would disclose techniques and procedures for law enforcement investigations or prosecutions, or would disclose guidelines for law enforcement investigations or prosecutions if such disclosure could reasonably be expected to risk circumvention of the law, or ( F ) could reasonably be expected to endanger the life or physical safety of any individual; (b)(8) contained in or related to examination, operating, or condition reports prepared by, on behalf of, or for the use of an agency responsible for the regulation or supervision of financial institutions; or (b)(9) geological and geophysical information and data, including maps, concerning wells.
