  2. Who am I? • Superintendent at West Central School District in eastern South Dakota. • Student population of 1300 with 425 in high school. Will be 1-to-1 in Fall of 2010. • Prior experience as Superintendent of the Hanson School District, population of 100 high school students.   4. Purpose of Study The purpose of this study was to discover what types of leadership policies and practices make the one-to-one laptop initiatives successful in three schools in South Dakota and Kansas.

  5. Research • Status of Technology in Schools • 94% of classrooms able to go online in 2005. • 21st Century Skills incorporated in to schools. • One-to-One Computing • Students expect 24-7 access always being on. • Henrico County, Virginia • State of Maine • Mooresville, NC

Research (cont’d) • Change in Schools • Fullan – It’s about instruction and only instruction. • Patterson – make the undesirable, desirable. • Use the technology to facilitate change. • Technology Staff Development • Teachers prefer continual training as opposed to one-shot. • Training needs to assist in integrating into the curriculum not just be technical.

Research (cont’d) • Administrators and Technology Initiatives • 93% of visionary administrators believe that using technology improves student achievement. • Administrators must plan for financing the technology initiative as an ongoing process. • Administrators can allow differentiated professional development.

Findings • All stakeholders that were interviewed indicated there was a clear vision for the one-to-one initiative. • School board members and superintendents reported in interviews that districts financed the projects through their capital outlay budgets. • In a document review, it was found that all three districts made changes to their existing acceptable use policies that outlined student usage of e-mail, school server, Internet access, and care of the laptop. • All three districts developed a plan for wireless access points as indicated in interviews with the technology coordinators.

Findings • Two types of professional development. • Initial intensive training • Ongoing training. • Teachers reported laptops positively influenced the learning environment • having instant access to technology • Having content information available to students in several ways. • Enhanced differentiated instruction. • External Evaluators – • Dr. Mark Edwards – Formerly of Henrico County Schools Project • Dr. Jim Parry – Former Director of TIE

Findings • The laptops help students prepare for the 21st century and the workplace. • Art Class running card shop • Seismographs for Geography. • Biggest challenge is getting all the stakeholders on board to begin the one-to-one initiative. • All districts reported challenges with the various types of machines they had secured and the need to acquire different laptops.

  12. Flandreau, SD Findings • 144 students in grades 9-12 • 35% non-Caucasian student population • Started 1-to-1 in 2006-07 with Gateway PC laptops. • Financing through Classroom Connections program via State of South Dakota. State paid 1/3 of costs.

Flandreau cont. • Initial Staff development consisted of two weeks during the summer. • One week at a state university. • Second week onsite at the school. • Weekly early release time on Wednesday’s for one hour to be used for professional development. • Utilized “Crash Courses” for quick 20-minute before and after school help sessions.

Flandreau cont. • $25 annual laptop fee along with student and parent attending a Parent/Student Laptop Orientation meeting. • School asks that police and/or fire report is filed if something happens to the laptop. • $100 laptop charge for replacement. • Planning to continue with new 3-year lease in 2010-2011.

  15. Flandreau cont. • Classrooms use Synchroneyes for classroom management. • Course management system called WebCT for online learning. • Stakeholders expressed that the one-to-one was not necessarily about improving test scores.

Flandreau Advantages • Elimination of classroom carts and lab checkouts. • Constructivist approach to teaching enabled in order to capitalize on the momentum of the day’s lesson. • Advanced note-taking capabilities of computer over paper copies. • Preparation for 21st century living beyond the 4 walls of the school.

  17. Flandreau Challenges/Obstacles • Technical Aspects • Spending large sums of money on computers for every child. Will teachers use them? • Time and money to repair and maintain the computers. • Durability and performance of the machines. • People Aspects • Teacher comfort and initiative to use the machines. • Student usage for purposes other than learning. • Classroom management.

  18. Little River, KS Findings • 89 students in grades 9-12 • 94% Caucasian student population • Started 1-to-1 in 2000-01 with Apple. • Financing through zero interest loan from Apple. • District will begin a new four-year lease program for all district computers.

Little River cont. • Initial Staff development consisted of two weeks during the summer. • Initial training was conducted by a private school in Cincinnati. • Trainers from Apple also brought in. • Before and after school sessions by technology staff and/or teacher with expertise. • Administration and teaching staff admitted that due to staff turnover and the need to re-energize the program, the ongoing professional development will need to be revisited.

  20. Little River cont. • No annual laptop fee. School administrators and board member consider it part of the Free Appropriate Public Education. • Students and parents sign a computer loan agreement before a machine is issued each year. • No information night held. • Planning to continue with new 4-year lease in 2009-2010.

  21. Little River cont. • Students log in to the network upon arrival in classroom. • Filtering system put in place to protect. • “45 your computers” to signal putting the computer at a 45 degree angle and look up at the teacher.

Little River Advantages • Greatest advantage was the ability to incorporate 21st Century teaching and learning. • Most up-to-date content right at the student’s fingertips. • Staff expressed belief that one-to-one gave students a more global perspective. • Advanced form of note-taking. • Postsecondary students became the “experts” in their college experience.

Little River Challenges/Obstacles • Student Concerns • Would students care for the machines? • As time has worn on, students have begun to feel entitled to the laptops. • Fear of the filtering blocking things that shouldn’t be blocked and not blocking sites that should. • Teacher Concerns • One teacher expressed the idea that the computers may take the place of other hands-on activities. • Lack of classroom management skills will be more apparent with all students having a laptop.

  25. Smoky Valley, KS Findings • 322 students in grades 9-12 • 97% Caucasian student population • Started 1-to-1 in the Spring of 2004 with Apple. Recent recipient of Apple Distinguished School. • Financing through capital outlay. • Moved to one-to-one ratio with 7-8th grade in 2006 and 5-6th grade in 2007. These are located in classroom carts.

Smoky Valley cont. • Initial Staff development consisted of two weeks during the summer. • Technology Integration Program (TIP) and used McREL to assist teachers in developing classroom –integrated technology projects. • Staff finishing the project were given a laptop for personal use upon completion. • District calendar has 9 days built in for professional development.

  27. Smoky Valley cont. • $50 annual laptop fee. • Students and parents sign a laptop acceptable use policy agreement before a machine is issued each year. AppleCare purchased for the laptops. • $100 deductible per incident for anything that needs replacement or is broken. • Grades 7-12 get two different 3-year rotations. Grades 5-6 have a one-to-one ratio in the classroom.

Smoky Valley Advantages • Greatest advantage was the ability to differentiate instruction. • Curriculum standards are tied to the utilization of laptops for instruction. • Have used the work of Carol Ann Tomlinson on the differentiation of instruction and standards-based curriculum. • Quality of products. • Staff noted the technology became a great equalizer between ability levels.

  30. Smoky Valley Challenges/Obstacles • Initial skepticism from residents and the local newspaper. • Board and teaching staff were concerned about students’ communication skills and the ability to remain engaged when the actual lesson begins. • Teaching staff needed to evolve in their instructional methods. • Strong concern that the computers might be underutilized.

Recommendations for Practice • Engage in a long-term planning process that involves all stakeholders when they begin a one-to-one initiative. • School districts need to plan for professional development that has two parts. • Initial intensive training. • Onsite, ongoing support. • Make a plan to invest local dollars to finance the one-to-one laptop initiative. • Expect higher levels of student engagement and meeting the needs of diverse learners.

Conclusions • Establish a clear vision of the one-to-one initiative and make sure all stakeholders are on board with that vision. • Make a local fiscal investment to the initial and ongoing financing of the one-to-one initiative. • The one-to-one initiative provides a more engaging, real-world learning environment for students. • The one-to-one initiative facilitates the teacher meeting diverse learning needs of students. • Be diligent in developing and implementing policy and procedure that supports the one-to-one initiative, specifically ongoing professional development.

West Central Action Steps • NCA Accreditation Review in Spring of 2009. • Staff laptop committee in Spring of 2009. • Gave all certified staff a Mac laptop. • Hired ½ time technology intergrationist for MS/HS & Elem. • Rollout Day on July 1, 2009. • Staff cookout. • Laptops handed out. • One-hour Mac session. • Use the month of July to play before imaging on Aug. 1st.
