Enlisted Community Management Enlisted Community Managers -Responsible for sustaining the quality of Enlisted Ratings and skill groups (NECs) in order to meet the Navy’s current and future requirements. -The goal is to match Sailors’ skills and experience with funded personnel requirements through accessions, advancement planning, schools planning, and retention. Whereas, the Detailers are the Sailors’ advocate and EPMAC is the Commands’ advocate, the ECMs are the Enlisted Communities and Ratings advocates. Our concern is the health and readiness of each rating and community in meeting the operational needs of the Navy, constrained by fiscal resources and the legal requirements of Title 10.

SRB losses- Loss of SRB for all ratings for a period of FY09 may have impacted decisions, many waiting to see if new SRB will change their minds. New SRB msg released 27 Aug. TOP-Six Alignment: -HM is GWOT- Phase I alignment affected: E9-5; E8-22; E7-23; E6-49; E5-254; E4-274. Phase II is targeting E7-230 ; E4-769 (shore billets only)

  8. HM Incentive Programs • Selective Reenlistment Bonus (SRB). Purpose- enhances the Navy’s ability to size, shape and stabilize the force by using a monetary incentive to encourage sailors with critical skills and valuable experience to stay navy. SRB is a market-based incentive and award levels are strategically adjusted as retention needs dictate. As reenlistment goals for particular skills are achieved, SRB levels will be evaluated for reduction or removal. • Targeted NECs (and Zones): Recon IDC(B/C); Recon Basic (A/B); Sub IDC(B/C); Dive Med Tech((A/B); Dive IDC(B/C); SAR(A/B); BioMed(B/C); Surf IDC(B); PMT(A/B); Optom(A); Psych(B); GU(C); Lab(A); RT(C); AdvDA(B/C); DentHyg(C); DentLabBsc(A); DentLabAdv(B/C); MaxiFac(B) • Special Duty Incentive Pay (SDAP). Purpose- SDAP program enhances the Navy’s ability to size, shape, and stabilize the force by using a monetary incentive to encourage Sailors with specific designated skills to apply their knowledge and experience to uniquely challenging assignments. • SDAP NECs: Recon Basic/IDC; Sub IDC; Surf IDC; Dive Med Tech/IDC; FMF Corpsman • Selective Training and Reenlistment (STAR). Allows first-term HMs requesting certain “C” schools to advance to HM3/HM2 upon obtaining that NEC and reenlisting. • STAR NECs: BioMed; Recon Basic; OT; DMT; Adv Dent Lab.

  13. OVER THE HORIZON • ASVAB CHANGES (completed) - NOV 08 changed from 146 to 156….. Grandfather signed contracts. ECM will waive 2 pts on a case by case basis. Impacted some FY09 accessions, and all new reclass and conversion, but main impact felt with FY10 accessions. NPRST will review grad rates from this cohort. • TEXAS OR BUST - “A” SCHOOL IN 2010/2011 (along with majority of the C-schools) • BUMED Restoral • Began with Spring EPA and impacts FY09-15. Adaptive Core increase of 494 HM billets which will show early as 2010! • ADV NUMBER WILL REFLECT MRR and ADAPTIVE CORE • NCS- Effective immediately- As of 30 MARCH 2009, we are no longer approving ANY NCS Extension! Due to our end strength numbers we cannot continue to approve NCS extensions on active duty. These Sailors signed a NCS contract and will go to the Reserves at the end of their 15 month obligation. Our plan is to lose 1075 NCS Sailors by the end of FY09. • Continuation Board- Convenes Sept. The FY-10 board will review the records of E-7 through E-9 chief petty officers with at least 20 years of active service and three years time in rate as of September 1, 2009. Chief Petty Officers not selected for continuation must transfer to the Fleet Reserve or retire before 30 June 2010. • NECs Manning Reviews- Continue to scrub HMs in overmanned NECs. • Top 6 realignment- Implement FY12, currently having Enterprises review and ID billets to be impacted. • Zone C PTS and Indefinite ID cards.
