  3. Johnson Presidential Proclamations • Pardon and Amnesty • Johnson would offer pardons if an oath was taken. • EXCLUSIONS – Confederate Gov. official, military officers, and southerners with $20,000 or more in property. • Radicals saw some punishment.

Johnson Presidential Proclamations • Future of States • He would appoint Reconstruction Governor • They could elect legislature when they had majority of pre-war eligible voters take oath • New State Constitution • MUST ratify # 13 • MUST declare secession illegal • MUST cancel ALL Confederate war debt • Radicals see punishment

  5. Presidential Reconstruction: In Action • What is necessary to declare Reconstruction complete? • Military must be out of the South • Southern States must have completed prescribed process and elected Congressional delegation. • Sitting US Congress MUST seat southern Congressional delegations.

  6. May – December 1865 • Johnson tries to hurry South through process • Pardoned citizens elected NON-pardoned leaders. • Johnson pardoned them! • Southern states re-wrote constitutions – hesitant on other demands • Johnson withdrew the military • Southern states wrote Black Codes • Johnson ignored them • Southern States elected Congressional delegation • Johnson expected them to be seated.
