General context Application of Industrial Ecosystems Principles to Regional Development – ECOREG project is financed by LIFE +, Politics and Governance in environmental protection component, by the European Commission and cofinanced by the Romania Government through the Ministry of Environment and Forests. LIFE and LIFE + are the European financial instruments for the environment.
General context LIFE + Politics and Governance in environmental protection componentpromotes at an European level the pilot projects that contribute to the development of innovative policies, technologies, methods and instruments. In the first call for proposals for LIFE + (2007-2013), the European Environmental Fund Commission selected 74 projects for funding, which are developing in 21 Member States, from which two projects are implemented in Romania.
context General The project aims to implement in Romania the concept of "industrial symbiosis", which is based on symbiosis principles in natural systems, making use of secondary products and waste resulted from a specific production cycle in another cycle, thereby reducing the quantities of raw materials used in industry and taking advantage ofsecondary products and waste.
General context This concept proposes a new vision of economic activity, environmental concerns being transformed into opportunities, profits and benefits to participants and regional economy in general. The project contributes to implementation of EU environmental policies and to develop policy ideas, technologies, methods and instruments in local and regional sustainable development plan.
General context Through the actions covered by this project is seeking to safeguard the employment and to development an sustainable economic activity by identifying new directions for action to improve the performance of economic and social operators.
PAG constitution In order to provide advice and validation of solutions resulting from the synergies identified, was formed PAG (Project Advisory Group). PAG members have been contacted previously, they were presented the project objectives and tasks in its implementation. The formal meeting of constitution held on 21 May 2009, at the Environmental Protection Agency headquarter from Suceava.

PAG activity Regular PAG work meetings were held to inform on the project progress , problems encountered, solutions identified and the action plan for the following period. The project team reported on the localities where they were traveling on public institutions and companies visited, on the approaches results.
PAG activity ISL partners made available for the Romanian team a consistent set of case studies that show concrete examples of implementation of the concept of industrial synergy in previous projects (NISP). They have been studied by PAG members, both to understand the philosophy approach to project objectives and to identify concrete ways of implementing the examples from UK, in practical situations of the implementation area.
PAG activity Among the potential synergies identified through Industrial Symbiosis Workshops, only certain processes / streams / waste were selected for further analysis. Partnerships which must be established on symbiotic criteria concerns the each partner efficiency improvement, the detection of waste markets, its principal or secondary products.
PAG Activity ECOREG project encourages economic agents to look beyond traditional markets for business opportunities, stressing the economic benefits of this approach in order to stimulate economic development with environmental compliance, by reconsidering the "waste“ as "resource".
PAG activity In order to validate the solutions resulting from the synergies identified, PAG members were contacted by the ECOREG project team, they were presented the first case studies developed, were consulted on the development of synergies identified in workshops and industrial symbiosis completion of their solutions Technical meetings were held in which each participant reported the localities where they were traveling on public institutions and companies visited, the results of steps.
PAG activity This approach was necessary because the establishment of synergies is not simply signaling of the potential collaboration between two companies. It was necessary to make visits to managers of companies placed in contact and demonstrate them that synergies identified are beneficial in a time when the national and zonal economic situation is disadvantageous .
PAG activity Project team members reported the following situation common to most units viewed: discussions with managers are difficult to program , because they do not have time for meetings and discussing issues related to environmental protection. When tasks are delegated by the Environmental Protection Officer (where such a function exists) that are reluctant to take decisions without the consent of the manager, this implying its involvement.
PAG activity It is useful to establish contact with representatives of companies, but - even more useful - to maintain this link and misleading the idea that they are important for the program. The fact that the economic crisis effects are so severely felt in the economic area of the implementation area of is demonstrated by the number of "Wants“ forms, much smaller than the "haves“ forms and the proportion fell from the workshop in May 2009 compared with that in July 2010. Managers must be convinced of the profit that could be obtained from any possible synergy.
Issues and solutions The most difficulties have emerged in the current economic crisis, which limited the availability of professional managers to take an active part in the network of industrial synergies, because of severe budget cuts and staff reductions. There is a limited understanding of industry managers about the potential waste that can be used as alternative resources, but it was an expected risk of the project.
Issues and solutions A challenge for the project is now the progress of the identified synergies and their successful completion. (ECOREG team is required to build good relations with and between its members for the synergies progress; the experience from other industries Symbiosis networks around the world shows that the success of a project depends on the expertise and communication skills of practitioners).
Issues and solutions An important aspect is related to the economic crisis which has seriously affected the business environment in North-East of Romania (especially after March, 2009). Companies believe that the long-term plans are not a priority. Supplementary efforts are needed to persuade companies to join the network of industrial synergies.
RECOMMENDATIONS PAG members recommended to the economic and social agents to join the network of industrial symbiosis created by this project, their participation to the network being beneficial . Clearly and demonstrated the advantages outweigh the disadvantages.
RECOMMENDATIONS Applying the principles of industrial symbiosis in the current economic and social context in the North Eastern region of Romania, may be a viable option for economic recovery because it promotes quality growth. Applying these principles requires performance scientific programming of performance and pollution, environmental pollution so as to decrease the amount, in favor of increasing product quality and service.
RECOMMENDATIONS As a strategy to approach common network working in industrial symbiosis, it is recommended: "forcing“ the increasing of products quality and services of the network members; growth of the ecologic efficiency of processes Wider use of 'clean' technologies, by promoting the concepts of "clean production";
RECOMMENDATIONS 4. modernization of products by widening the range of multiple equipment (multifunctionality) 5. providing repair services and extending the life of the product; 6. promoting new forms of product use: intensive use, resale used products (secondhand), giving up the use of which do not meet quality etc.
RECOMMENDATIONS 7. rational use of renewable resources, 8. removal technology intensive, polluting and non-economic, 9. resizing capabilities, optimizing the relationship consumption - profit 10.investment in human resource training, the most important resource in the area, poorly capitalized.
CONCLUSIONS Coordinating beneficiary (Ministry of Environment and Forests) is in contact with relevant organizations, both nationally and internationally level and act as a center for communication and PR for the project, ensuring national and international visibility for the project ECOREG.
CONCLUSIONS Management meetings or teleconferences, technical meetings, all project activities (such as industrial synergies workshops, training, etc. of IS practitioners) have brought opportunities for further meetings and discussions of management for various technical and administrative issues identified.
CONCLUSIONS Overall project progress was good, with all goals for this stage of project implementation completed. Other activities involving specific technical issues, organization and monitoring progress have been made in good condition.
CONCLUSIONS PAG members considered that the organization and carrying out of the implementation activities to date, ensures the project progress over the next period, leading to its successful completion in 2011.
