  2. INSPIRE unique identifier: requirements • Uniqueness: The identifier has to be unique within all the spatial objects published. It should be noted that different versions of the same spatial object will still have the same identifier, this necessitates that identifiers are not reused. • Persistence: The identifier has to remain unchanged during the life time of a spatial object. • Traceability: The identifier must supply sufficient information about the source of the spatial object so that the download service can be determined. • Feasibility: The system has to be designed to allow that identifiers under existing national identifier systems can be mapped.

INSPIRE unique identifier: structure To address the requirements, unique identifiers of spatial objects consist of : • namespaceto identify the data source. • The namespace is owned by the data provider and registered in the INSPIRE External Object Identifier Namespaces Register • Typically the namespace will consist of two parts: The first part will identify the data provider within the member state and the second part will be used to distinguish between different data sources maintained and provided by the data provider. • local identifierassigned by the data provider. • The local identifier is unique within the namespace, i.e. no other spatial object carries the same unique identifier.

Some issues • SITE_CODE_NAT is often empty. • Does this mean that there is no national code for the site or that it exists but it’s not reported to CDDA? • EIONET institute is free text . • Do countries follow a national standard acronym or is it just a standard within CDDA reporting? • Should CDDA adopt the organisation code from the Eionet directory? • PARENT_ISO not same country codes as INSPIRE
