SHARING POSSIBILITIES & GOVERNMENT RELOCATION BANDS * OBRA93 Exempted or Protected Sites
National Defense Authorization Act (NDAA) • FY1999 - Reimburse Federal Govt Agencies required to relocate or modify radio systems to accommodate private sector use of spectrum • FY2000 (Surrender of spectrum in which DoD is a • primary user) • NTIA, in consultation with FCC, must identify & make available to DoD for its primary use, if necessary, an alternate band as a replacement for DoD spectrum surrendered • Secy’s of Commerce & Defense and Chm of Joint Chiefs must jointly certify to certain Congressional committees that alternate bands provide comparable technical characteristics to restore essential military capability
Options versus Cost ($ in millions, FY02) * * Some system costs not available & not included
Conclusions 1. Sharing with 3G will be difficult 2. Spectrum for relocation of all Govt Systems is not available 3. Of the options considered, two (out-of-band pairing) have possibilities to accommodate 3G assuming NDAA conditions are met and continuity of govt operations is maintained 4. Vacating portions of 1710-1850 MHz band could vary from 9 to 29 years assuming comparable spectrum is available 5. FCC/NTIA Final Reports are inputs to the on-going spectrum rule-making process
