National Congresses (formerly Conferences) on School Transportation held since 1939; now convened each five years in Warrensburg, Missouri • Basic purpose: to deliberate and adopt the National School Transportation Specifications and Procedures (NSTSP, “the book”) What Are the National Congresses?
Intended Use • For use by states when establishing their standards, specifications, recommendations, and guidelines for school transportation vehicles and operations • NSTSP documents official actions of the NCST delegates and comprises recommendations to regulatory authorities or other parties.

Key Events (now through 2010) • Writing Committee Chairs have been meeting with members • Deadline for public revisions was January 2009 • Chief State School Officers received letters soliciting state delegation chairs • States should be selecting delegates
Key Events (now through 2010) • States review proposals: Nov 09 to Feb 2010 • May 16-20, 2010: 15th National Congress on School Transportation held at University of Central Missouri, Warrensburg, Missouri
How can I be a state delegate? • Delegates selected by state directors • Per the NCST Manual of Operating Procedures, seven delegates (and two alternates) allowed per state • Delegation should represent a broad range of expertise, regions, and members • Express interest to your state director
So, what’s new??? • Committee structure and Chairs have been determined • Interim Amendments process in place for items that can’t wait until 2010 • UCMO now hosting the website • UCMO will offer electronic registration for 2010 Congress
New Floor Procedure • Committees will present only the content that is being revised (using normal statutory process) • Significant floor amendments must go through Tech. Assistance Committee • Proceedings should be condensed and completed by COB on Wednesday
