  4. New, specific CEEC-priorities? • Generally no, but… • Flexibility… • Project sizes • Gas pipelines, energy networks • Poorer areas surrounding cities • URBAN programme • Border areas as a gateway of illegal immigration • Quality of state administration

  5. Regional or national management • Enlargement no argument for re-nationalisation • Importance of subsidiarity • Participation of regions and cities • Disadvantages for weaker regions? • Creation of Cross-border Programming Regions

  6. Management • No particular insistance by Candidate Countries… • Simplification can mean complication • Long time needed to draw down funds • Difficulty to amend programmes • Performance reserve – stick and carrot
