146 MSF Promotional Guidelines/Enlisted Personnel • If the AF Form 2096 received by the MSF between the (2nd) and (3rd) Friday’s of the month, the promotion date will be the (1st) of the month. • If the AF Form 2096 is received by the MSF between the (4th) Friday of the current month and the (1st) Friday’s of the next month, the promotion date will be the (15th) of the next respective month.

Training Goal The goal of this training is to develop a more efficient, cooperative and predictable process in promoting our enlisted personnel.
Governing Directives • ANGI 36-2502, Promotion of Airmen (Publication Date: 25 Aug 2000) • ANGI 36-2502, CA ANGI SUP 1, Promotion of Airmen, Air National Guard (Publication Date: 1 Aug 2002) • ANGI 36-101, The Active Guard / Reserve (AGR) Program • ANGI 36-2101, Assignments Within The Air National Guard
Local Promotion Process At the Unit… • Individual units will continue to manage their enlisted promotion policies within their respective units. • Unit CC’s will appoint a trained “Enlisted Promotion Monitor” who will review the promotion packages before submission to Career Enhancement. • CC ensures members on IADT are promoted when eligible. • Completed promotion packages will be submitted to the Career Enhancement Section. Promotion to SMSgt-CMSgt must be processed by Career Enhancements prior to meeting the Wing SNCO Promotion Board.
Promotion Monitor Responsibilities • Reviews promotion packages before it is submitted to Career Enhancement. • The initiator of the promotion or the member MUST verify with the MPF OPR to ensure AFSC data, PME, ETS (service commitment) and UPMR is properly updated in MILPDS. • Requests MILPDS Wing Promotion Eligibility Roster to include IADT Listing and extract your unit roster for CC review and approval. • Provides CC with IADT promotion eligibility roster to ensure members on IADT are promoted when eligible.
Commander Responsibilities • Reviews promotion packages before it is submitted to Career Enhancement. • Ensures members on IADT are promoted when eligible. See Promotion Checklist for criteria.
Career Enhancement’s Role • Will reviews promotion packages and provide feedback to the units, via email • Units are encouraged to check the promotion log on Share point at 146MSG/146MSF/Career Enhancement/Shared Documents/Promotions/Promotion Log for the status. • NOTE: IF NOTIFIED BY CAREER ENHANCEMENT THAT THERE IS PROMOTION DISCREPANCIES, THE UNIT HAS 7 DUTY DAYS TO FIX THEM. IF NOT, THE PROMOTION WILL BE DISPAPPROVED. • Approximate “Turn Around Times” (See “By Rank” section) • Upon successful completion of promotion process, the promotion order or Promotion AF Form 2096 will be emailed or fax to the Unit CC’s & Promotion monitors • Ensures DOR is adjusted properly for Amn previously demoted.
Conditions which lead to promotion ineligibility • Failure to meet ANG Fitness Standards IAW ANGI 10-248 • Medical Profile of 4P & not world wide duty qualified. Bottom line, A current World Wide Duty Statement is required. • Not recommended for retention by unit CC • Declines in writing to reenlist or extend • Is an unsatisfactory participant IAW AFI 36-3209, Separation & Retirement Procedures for ANG & USAFR Members.
Is undergoing administrative demotion action under ANGI 36-2503, Administrative Demotion of Airmen • Has requested voluntary retirement or separation • Is in excess status above the grade of SSgt (E-5) • Is being processed or considered for involuntary separation under AFI 36-3209
Promotion Programs • Unit Vacancy Promotions (ANGI 36-2502, para 2.1) • A unit vacancy must exist in the specific AFSC. • Member must be sole incumbent (This requirement does not apply through E-5. Promotions to E-8 & E-9 are authorized if other person is within 24 months of approved retirement. AF Form 131 is required) the promotion will not cause the state to exceed 100% in that grade.
Deserving Airman - ANGI 36-2502, 2.2 (The following are non-waiverable) • Applies for promotions to E-6 & E-7 • Sole incumbent of position with authorized grade identical to current grade • If promoted, mbr cannot out rank supervisor • Mbr must meet TIG & TIS (TSgt 12 sat yrs & 24 months of ANG SVC or 12 years TAFMS if AGR and MSgt 18 sat yrs & 36 months ANG SVC or 18 years TAFMS if AGR) . • Must be fully qualified in their DAFSC. • Airman in retraining status are ineligible under this program
Deserving Airman - ANGI 36-2502, 2.2 (The following are non-waiverable) CONTD • Mandatory NGB 36-11, Statement of Understanding - Excess/Overgrade Condition must be initialed and signed by member and commander. • For traditional and AGR promotion to TSgt and traditional promotion to MSgt the overgrade code is “D” and will expire on the member’s ETS or 24 months, whichever is less. Rules 12 is for traditional mbr; 13 for technician and 14 for AGR. • For AGR promotions to MSgt, the overgrade code is “D” and will expire 24 months from date of promotion. Rules 15 is for traditional mbr; 16 for technician and 17 for AGR.
Deserving Airman - ANGI 36-2502, 2.2 (The following are non-waiverable) CONTD • The member’s unit and the member share the responsibility to locate and place him/her in a vacant position (within their currently qualified DAFSC) which is commensurate with their grade. • If a valid position is unavailable by their overgrade expiration date, they must be reassigned for retraining purposes to another vacant position commensurate with their grade or the unit commander will admistratively demote them to their previously held grade or involuntarily separate them from the ANG. • Good news: If demoted for this reason, it is voluntary, and you will be able to retire at the highest rank held at age 60.
Retraining Promotion Program(ANGI 36-2502, para 2.5) • Will be promoted on the basis of currently held PAFSC • Mbr must be accepted by new unit CC into a vacant UMD position. (Unit manning in retraining AFSC cannot exceed 100%) • Mbr must sign “Retraining Promotion Statement” and obtain skill level commensurate with their rank. If the members fails to qualify for award of the AFSC within the time limits established by the commander, he/she will be demoted to the previously held grade.

Checklist for E-4 (SrA) *The individual's military and scholastic records must be satisfactory. A lengthy formal school is technical training that is in excess of 139 days. ** Effective 1 Apr 06, any member accessed into the ANG on or after this date must have 12 months TIG as an A1C (E-3) an 24 months TIS to be promoted to SrA (E-4) provided they meet all other criteria. (Helpful Hints) THE UNIT OR GROUP COMMANDER IS THE APPROVAL AUTHORITY FOR ALL PROMOTIONS. THEY MUST SIGN ALL PROMOTION REQUESTS NOT THEIR DESIGNATED REPRESENTATIVE. All personnel actions must be updated by the MPF and verified by the unit before submitting the promotion package to Career Enhancement. It will not be processed until all personnel actions are updated. See Base Training to update AFSCs and PME and Employment and Relocations for reassignment actions and to update DAFSC. To expedite the promotion processing time, ensure the requirements we discussed are met before submitting a Wing member for promotion. If any promotion is based on a reassignment action, moving person from one UMD position to another, it must be reflected in the system prior to submitting the person for promotion. IAW ANGI 36-2101, paragraph 3.1.1.1. No enlisted member (regardless of their grade) will be reassigned as an excess or overgrade to create a vacancy to permit the promotion of another ANG member. Do not include any other personnel actions on the AF Form 2096.

Requesting a Wing Promotion Eligibility Roster in MILPDS • Click on: Reports and Retrieval Reports Submit Process Click on NAME (Top Right) and the LOV Key to obtain the list of Reports Highlight and click on ANG Promotion Eligibility List, RDELGP and click it. Submit
Requesting a Wing Promotion Eligibility Roster in MILPDS Contd • Exit to the main menu and go to Reports View Reports Click onANG Promotion Eligibility List and open it by clicking on Submit Find your unit and send it to your commander • Request this report once a month for your commander
