  1. ATCSCC Data Quality Presentation ATCSCC Quality Assurance April 18, 2001 Data Quality Concerns

  2. Overview • Recurring data quality issues in GDPs • Current algorithm issues that can impact GDPs • ETMS arrival data issues that can impact GDPs

  3. Recurring Data Issues • Pop Ups • Time Out Delays/Cancels • Compliance • ETE variations

  4. EWR Pop Ups 4/11

  5. EWR Pop Ups 4/11

  6. LGA Pop Ups 4/12

  7. LGA Pop Ups 4/12

  8. EWR Time Out Delays 4/11

  9. LGA Time Out Delays 4/12

  10. LGA Time Out Cancels 4/12

  11. EWR Departure Compliance 4/11

  12. LGA Departure Compliance 4/12

  13. EWR ETE Variations 4/11

  14. LGA ETE Variations 4/12

  15. LGA ETE Variations with Substitution 4/12 • 31 flights ETE changed with substitution • 24 flights increased ETE by 25% or more

  16. Algorithm Issues • Slots created for flights with ETA prior to GDP start time • GDP revisions hold slot assignment for flights that arrived earlier than CTA

  17. Slots created for flights with ETA prior to GDP start time • Flights are included in GDP using three fields. • ETA • IGTA – taxi (10 minutes) • BETA If any one of these fields falls in GDP time frame, flight will receive a CTA even if flight is estimated to arrive prior to GDP start time.

  18. BOS Before GDP 4/8 1700z

  19. BOS GDP 4/8 Reflect ADL 1700z

  20. ORD Before GDP 4/6 1700z

  21. ORD GDP 4/6 Reflect ADL 1700z

  22. LGA Before GDP 4/8 1900z

  23. LGA GDP 4/8 Reflect ADL 1900z

  24. GDP revisions hold slots for flights that arrived early • Flight arrives prior to CTA • CTA time is after revision ADL time (CTA is in future) • When revision is run, slots are held for flights that have arrived prior to CTA

  25. LGA GDP 3/26 Before Revision • LGA at 1617z viewed by ETA. • 18 flights with ARTA prior to current ADL (1617z) with CTA after 1617z

  26. LGA GDP 3/26 Before Revision • LGA at 1617z viewed by CTA. • Same 18 flights shown by CTA, all after 1617z

  27. LGA GDP 3/26 After Revision • LGA modeled revision at 1617z viewed by ETA. • Same 18 flights shown with ETA prior to current ADL time 1617z

  28. LGA GDP 3/26 After Revision • LGA modeled revision at 1617z viewed by CTA. • Same 18 flights hold slots in future. • Demand by CTA=45 • Demand by ETA=28

  29. Compliance

  30. ETE Variations

  31. ETMS Arrival Data • AZ messages equate to ARTA • AZ messages do not always match actual arrival times. • Normally not off by much • Known problem • May be significant impact to GDPs with holding

  32. PHL ATCT Actual Arrival Time VS. AZ time

  33. PHL GDP on 3/21 • Holding reached +30 at 1804 • First revision ran at 1835z • Holding reached +45 at 1912 • Arrival delays were +45 to +60 for over three hours • International Diverts • Additional Revisions run at 2110z and 2141z

  34. Back Up Slides

  35. ORD GDP 4/6 Before Revision • ORD at 2153z viewed by ETA. • 9 flights with ETA prior to current ADL (2153z) have CTA after 2153z

  36. ORD GDP 4/6 Before Revision • ORD at 2153z viewed by CTA • Same 9 flights shown by CTA, all after 2153z

  37. ORD GDP 4/6 After Revision • ORD at 2203z viewed by ETA • Same 9 flights with ETA prior to 2153z.

  38. ORD GDP 4/6 After Revision • ORD at 2203z viewed by CTA • Of the 9 flights, 5 hold slots in future, the other 4 have slots 2153-2203

  39. LGA Proposed Revision by ETA

  40. LGA Proposed Revision by CTA

  41. April 8 - LGA Pop Ups by Hour
