Stockholm Nov 1995 Voorburg Apr 1997 Ottawa Oct 1994 Washington D.C Apr 1998 Reykjavik Aug 1999 Canberra Apr 2001 Paris May 2003 Helsinki Aug 2004 London May 2006 Ottawa Oct 2007
Topics Discussed • Based on this analysis it is noteworthy that relatively less time has been spent on: • Those issues relating to better index measurement, which are not associated with bias. • The underlying conceptual basis of different index types including choice of aggregation methods and the use of conceptual frameworks relating to the family of indices approach. • Work on “bias” has focused on quality adjustment.
Achievements • Sharing of expertise – Practitioners and Researchers • International best practice – quality change and bias • Recommendations to National Statistical Institutes • Recommendations to UNSC • Contributions to the International CPI Manual • Identification of future axes of research
Issues • Time Lapse between Ottawa Group offering methodological solutions/best-practice and NSI implementation. • Limited progress in some strategic and difficult areas e.g. services & owner occupier housing costs. • Lack of agreement on the detailed practical application of agreed methodologies e.g. hedonics. • Lack of focus & relevant tools for prioritisation of index development work – precision versus bias (value for money versus relevance). • Coherence between different price indices. • lack a strategic approach by NSIs to development of price indices.
Future Priorities and Future Working Need for a more systematic approach to index construction and development with the goal of moving to the production of a more coherent and inclusive family of good quality and fit-for-purpose price indices using internationally recognised standard methodologies. • Possible Implications: • The Ottawa Group to fully exploit relationships with the wider community of experts. • Revisit the Ottawa Group ToR (change in mode of working and possible joint meetings with other groups)? • Extend the remit of the Ottawa Group to cover the complete family of price indices?
