VA/SAMSHA HL7 DemoTest Procedure – Test Case Results • The VA/SAMHSA pilot for both the sender and the receiver were found to be fully • compliant with the test cases for the ‘Push” User Story by the ONC RI/Pilot Support • team with two observations. • The CDA Header does not contain the intended recipient for the Share All or the Share Partial scenarios. • The correct code for purpose of use for the electronic transmission is TREATMENT. • Test Pilot Artifacts: • Pilot Test Procedures • Pilot Test Results

VA/SAMSHA HL7 Demo Pilot Success Metrics Verified • Automated Data Tagging (POU, Data Confidentiality, Data Sensitivity) per Classification Scheme • Align with Data Segmentation Use Case(s) • Demonstrate HIT Policy Committee Metadata Standards • Use HL7 security and privacy metadata in a CDA header for C32 envelope • Demonstrate compliance with Title 38 Part 1/42 CFR Part 2 required prohibition against re-disclosure notification • Demonstrate segmentation of Title 38 Part 1/42 CFR Part 2 protected information in C32 based on tagging sensitive attributes

  9. VA/ SAMSHA HL7 Demo Pilot Feedback to IG • Considerations for IG update • Metadata is a key component which is used to tag the data that will be segmented in the C32/CCDA documents. Metadata should be harmonized and added to the IG. • Encryption of data at rest is also not included in the DS4P IG. The data needs to be protected whether in motion or at rest.

  10. VA/SAMSHA HL7 Demo Pilot Feedback to DS4P Initiative • Policy • Policies will be used to determine access and consent. The IG 3.1.2.1.1 does include requirements for the sender criteria for policies. • Vocabulary • It was suggested that the IG and HL7 do not contain vocabulary codes for the redisclosure of protected data. • Data Integrity • There were discussions that Redaction should not remove the original meaning of the clinical data.
