  3. Purpose • To inform LG EHOs and other relevant officers about the process of clan lab management, including implementation and support

  4. Regulatory Experience • WA is main regulatory testing ground (NZ excepted) • Interim Guidelines – A temporary measure? • Operation indicates about right mix of practicality & effectiveness, some problems despite FESA award Revise & support, not fully replace • Problems relate to usability, risk basis, s, & proper implementation • Revised Guidelines should address, with your further input

Assessment and Management General Regulatory Process is: • Authority notifies and directs the owner, based on Checklist and NES Report (attach) • Owner engages suitable tester and cleaner • Tester develops and implements Assessment, Clean-up, Validation Plan (based on Attachment 6 or National Guidelines) • Assessment (directed sampling) only for T2s because of possible heavy or unusual contamination • Cleaning is usually water/detergent for related horizontal hard surfaces, ventilation systems, & soft furnishings • Validation is sampling showing < 0.5ug/100cm2 (meth)

Implementation & Operational Support • ChemCentre screening sampling • Workshop and outreach program • eAwareness package • Technical advice service • Implementation monitoring program • Webpage, including LG resource material • MOU development & historical data compilation • Service Provider lists

  10. Relaunch Program • Trial New Notification Form – 9 Dec • Workshop – 6 Feb • EHO eAwareness disc distribution – XX Feb • ChemCentre (EHO?) screening system - ??? • Guidelines Go Live – Late Feb, 1 week prior warning • Ongoing monitoring and support • System refinement as necessary

  11. EHO Tips • Only LGs with multiple clan labs may need to know the Guidelines. Those LGs and Dept Housing may wish to develop their own Guidelines-based material • Other LGs may only need to be aware of Guidelines & the possible need for action • Contact EHD for advice whenever, including if unfamiliar with the Guidelines or for complex, challenging or remote sites • The Guidelines are conservative & generic, & other agreed site specific management options may be possible • The listed testers will know what they are doing

  12. In Conclusion • Process simpler than it seems • Notifications will generally be infrequent • Much of the work will be done by others • DOH is doing everything it can to help • Any efforts you make will be an improvement
