PARTNERSHIP BACKGROUND • Ranhill and PWA partnered to focus on: • Water Quality Control • Nakorn Nayok Waterwork has critical water quality problem – high Manganese levels in raw water and low residual chlorine in pipes • PWA plans to pilot Water Safety Plan preparation and to implement required control points identified in the Plan • Advanced Water Treatment Technology • PWA staff looking to learn advanced treatment technologies (e.g. Dissolved Air Floatation, RO system) Water Safety Conference November 2-4 2010, Kuching, Malaysia

RESULTS • Increased removal of Manganese due to improved pretreatment and monitoring (e.g. increased aeration, better chemical mixing, raw water flow monitoring, sampling points and analysis) • Stabilized chlorine residual in pipe network above 0.2 ppm in outer parts, benefitting more than 15,000 people • 5 SOPs • 1 completed Water Safety Plan • Strengthened capacities of more than 80 PWA staff (Director and Operations) • Training-of-Trainers for Water Safety Plan development and implementation Water Safety Conference November 2-4 2010, Kuching, Malaysia

SUCCESS FACTORS • Executive • Management support to staff and provide resources to the partnership • External facilitation and coordination support (USAID ECO-Asia) • Frequent communication between SAJH/Ranhill, PWA and ECO-Asia • Operational • Partnering with peer water operator in the region, especially with one that has encountered and overcome similar water quality issues (Manganese, low residual chlorine) so there is commonality • Exchanging information on practical know-how – system audits, sampling, monitoring • Compatibility – culture, similar operating systems (to a certain extent) • Willingness and motivation to share know-how and to learn/adopt/adapt new practices Water Safety Conference November 2-4 2010, Kuching, Malaysia
LESSONS LEARNED • Facilitation support required – to help communication such as interpreters, assigned coordinators in each partner • Language is an issue so should have supporting mechanism (as noted) • Follow-up after each activity is important to ensure adoption/adaptation of practices introduced • General follow-up after the partnership will be needed to make sure that the improvements remain • A structured way to institutionalize the innovations such as Water Safety Plan development/implementation within PWA network of waterworks is necessary • Additional financing to implement more improvements in Nakorn Nayok would be needed such as having a “close-out” event involving management to trigger more support Water Safety Conference November 2-4 2010, Kuching, Malaysia
