“RECENT” DELAYS AT JFK • SURGE IN DELAYS – ESPECIALLY 2007, 2008 • UNPRECEDENTED GROWTH OF OPERATIONS • OPERATIONS INCREASED APPROX. 50% FROM 2003 - 2008: - FROM APPROX. 900 TO 1,350 DAILY OPS. • JETBLUE STARTUP IN 2000, INCREASE OF DOMESTIC OPERATIONS AND SPREADING DEMAND THROUGHOUT THE DAY • JFK WENT FROM TOP 8 MOST DELAYED TO TOP 3 IN U.S.

PANYNJ’S JFK DELAY REDUCTION PROGRAM • WHAT CAPITAL IMPROVEMENTS COULD BE STARTED AND COMPLETED RELATIVELY QUICKLY? • PROJECTS THAT WOULD PROVIDE ADDITIVE RELIEF • TAXIWAY IMPROVEMENTS THAT NORMALLY WOULD BE IN PLACE WITH AN AIRPORT OF JFK’S SIZE • PROJECTS CREATED FROM ARC 77 RECOMMENDATIONS • FOR COMPOSITE SHORT-TERM CAPITAL IMPROVEMENTS, BENEFIT-COST ANALYSIS RESULTS SHOWED FOR 2015: - 1.25 MINUTES PER OP. OF AVG. ANNUAL DELAY REDUCTION - $46.8M TOTAL ANNUAL DELAY SAVINGS
PANYNJ’S LETTER OF INTENT (LOI) REQUEST • NON-TYPICAL LOI ARRANGEMENT • REQUEST FOR FUNDING MULTIPLE TAXIWAY PROJECTS WITH INDEPENDENT & INTEGRATED UTILITY OVER SEVERAL YEARS • PRIMARY PROJECT OBJECTIVES: - ENHANCE DEPARTURE SEQUENCING WITH ADDITIONAL BY-PASS TAXIWAYS TO REDUCE THE LIKELIHOOD OF MISSING DEPARTURE SLOT - DECREASE THE RUNWAY OCCUPANCY TIME ON RUNWAY 13R-31L WITH THE ADDITION OF HIGH-SPEED EXITS - PROVIDE NEW TAXIWAYS TO STAGE AIRCRAFT OUTSIDE OF NORMAL TAXI FLOW ROUTES
JFK LETTER OF INTENT (LOI) • 8 PROJECTS WITH A TOTAL ESTIMATED COST OF $177M • LOI AMOUNT IS $89.1M • LOI TIMEFRAME IS 8 YEARS (FY 2009-2016) • 7 OF 8 PROJECTS DIRECTLY TIED TO ARC 77 • MOST PROJECTS LINKED TO RUNWAY 13R-31L REHAB / WIDENING

LETTER OF INTENT Allows the FAA to issue a Letter Of intent (LOI) when current obligation authority is not timely or adequate The FAA reviews the request and if approved issues a letter stating reimbursement will be made in accordance with agreed schedule
ELIGIBILITY • Type of airport (Primary & Reliever) • Airfield project must enhance National Transportation System • Payment of interest not allowed
Deadline • Application must be submitted to FAA by March 1 of current fiscal year • FAA will review the application and develop payment schedule • Request will undergo OST process • FAA issue LOI by end of fiscal year
