  1. ESPON Internal Seminar 30.11.2011, Kraków Vanessa Rousseaux, University of Geneva Erik Gløersen, Spatial Foresight INTERCO Indicators of Territorial Cohesion

  2. Aim: To develop indicators and indices that can be used to measure territorial cohesion, complex territorial development, structural issues, territorial challenges and opportunities as well as territorial effects at different geographical levels and types of regions. Main challenges: - Find a shared understanding of territorial cohesion (TC) and of means to achieve it. - Define what to measure and how Project background

  3. Partners – University of Geneva, SWITZERLAND (Lead) – National Technical University of Athens, GREECE – Nordregio ‐ Nordic Centre for Spatial Development, Stockholm, SWEDEN Experts – Spatial Foresight, Heisdorf, LUXEMBOURG – RRG Spatial Planning and Geoinformation, Oldenburg i.H., GERMANY Timeframe Draft Final Report December 2011 Final Report February 2012 Project background 3

  4. INTERCO Territorial objectives Initial set of indicators (>600) Selection process Policyrelevance Use EU key / territorial strategies Well-being Framework Participatory approach Data availability Sub-national level, time series, coverage Final set of indicators Wishlist 4

  5. - Strong local economies ensuring global competitiveness - Innovative territories - Fair access to services, market and jobs - Inclusion and quality of life - Attractive regions of high ecological values - Integrated polycentric territorial development INTERCO territorial objectives 6 territorial political priorities towards cohesion 5

  6. Final sets of indicators (1/3) Territorial objectives Indicators Strong local economies ensuring global competitiveness Labour productivity in industry and services GDP per capita in PPP Overall unemployment rate Old age dependency ratio Innovative territories Population aged 25-64 with tertiary education Intramural expenditures on R&D Employment rate 20-64

  7. Final sets of indicators (2/3) Territorial objectives Indicators Fair access to services, market and jobs Access to compulsory school Access to hospitals Accessibility of grocery services Access to university Accessibility potential by road Accessibility potential by rail Accessibility potential by air Inclusion and quality of life Disposable household income Life expectancy at birh Proportion of early school leavers Gender imbalances Different female-male unemployment rate Ageing index

  8. Final sets of indicators (3/3) Territorial objectives Indicators Attractive regions of high ecological values and strong territorial capital Potential vulnerability to climate change (ESPON Climate) Air pollution: PM10 Air pollution: Ozone concentrations Soil sealing per capita Mortality, hazards and risks Biodiversity wishlist Renewable energy potential Integrated polycentric territorial development Population potential within 50 km Net migration rate Cooperation intensity (number of common projects between partners, from ESPON TERCO) Cooperation degree (the number of regions cooperating with each other, from ESPON TERCO) Polycentricity index wishlist

  9. GDP per Capita Spatial disparities at a given time 9

  10. GDP per capita Sigma convergence What does these charts mean in terms of territorial cohesion? GDP per capita Coefficient of variation

  11. Unemployment rate (total, male, female) Total Male Female Difference male-female

  12. Disposablehouseholdincome

  13. Householdincome 2007 (NUTS-2)

  14. - Representing divergence or convergence of territories towards main EU territorial policy priorities. Visualizing the regions that diverge clearly from average / target and in what kind of policy priority. Classifying the regions by results: new typologies? Flexible indicators, will follow policy development and data availability. Use of the results 14

  15. Problem of definition of TC Diverging goals of TC and means to achieve them Many possibilities to measure Find a few understandable indicators (no complex) representing many goals Lack of data despite huge number of indicators (problem of level and coverage) Follow recent policy development and new challenges Experiences of the project 15
