NORTHEAST ENERGY EFFICIENCY PARTNERSHIPS “Facilitating partnerships to advance the efficient use of energy“ APPROACH Overcome barriers to efficiency through strategic regional collaboration of public policies and programs Regional non-profit since 1996 MISSION Promote the efficient use of energy in homes, buildings and industry in the Northeast U.S. • PRIMARY AUDIENCES • State policy makers • Efficiency program administrators

Regional EM&V Forum - Background • New England M&V – NEEP facilitated state coordination into ISO-NE development of FCM DR M&V manual (2006-07) • Resolutions passed by New England Conference of Public Utility Commission (NECPUC) and Mid-Atlantic Conference of Public Utility Commissions (MACRUC) supporting a regional EM&V forum (2008) • Seed funding (3-year plan and setting up operations) – US DOE, US EPA, NYSERDA, Energy Foundation, CSG • Steering Committee convened (July ‘08) of PUC commissioners from 11 jurisdictions plus air regulatory representation • New England states, NY, NJ, MD, DE and DC (PA?) • Revenues: states (based on SC approved cost allocation framework); grants (US DOE, US EPA), and subscribers 3

Regional EM&V Forum – Background cont. • 2009 project agenda/budget adopted = $2.2 million • Forum projects and activities: • Protocol Development • Research & Evaluation • Education & Information Access • Several major 3rd party contracted projects underway, mix of protocol development and joint R&E • Funding confirmation from all 11 jurisdictions not fully obtained until June/July 2009  projects kicked off 4

Protocol Development – 2009 Projects Purpose of Projects: to develop common/consistent protocols or guidelines for estimating and reporting energy efficiency savings, costs and emission impacts A1: Glossary of Terms & Definitions • Product: Commonly used EM&V terms (electric and gas) for both utility and air regulatory purposes • Timeframe: Adopted by Steering Committee March 2009 A2: Develop Common EM&V Methods and Savings Assumptions (* more on this later) • Product: EM&V Methods Guidelines, Comparison of Savings Assumptions for Priority Measures/Program Types • Timeframe: Project underway, to be completed by end of 2009 6

A3: Develop Common EE Reporting Guidelines • Product: Recommend guidelines for reporting EE savings, costs and emission impacts • Timeframe: Sept 2009 – March 2010 A4: Common M&V Standards in Wholesale Markets • Product: Provide coordinated input/comments on ISO-NE and PJM and NAESB EE M&V related issues • Timeframe: on-going A5: Develop Common Electric/Gas EE Savings Assumptions • Product: Common EE savings and assumptions document • Participating States: Maryland, Delaware, District of Columbia • Timeframe: Sept 2009 - April 2010 7

Research & Evaluation – 2009 Projects Purpose of Projects: to conduct joint R&E studies that result in development of common or consistent savings/input assumptions for projects of mutual interest that leverage resources for expensive studies across multiple states B1: Loadshape Study Purpose: to identify/develop loadshape data to meet range of policy and market needs (e.g., capacity market, SIP/ozone attainment) • Phase 1: Catalog of existing/secondary loadshape data resources. Project completed Sept 2009. Results provide: • Inventory of existing loadshape data in US and Canada • Assessment of ability to leverage existing data for energy efficiency programs, capacity markets, and air regulators • Recommended approaches to meeting future data needs See http://neep.org/emv-forum/forum-products-and-guidelines • Phase 2: Primary research on priority measures – Commercial and Res Lighting, and Unitary HVAC Timeframe: Phase 2 – RFPs in development, completion in Q2-Q3 2010 8

  10. Research & Evaluation – 2009 Projects cont. B2: Commercial Lighting Measure Life/Persistence • Purpose: to develop estimates of C/I lighting measure persistence and measure life based on secondary sources and on-site surveys • Timeframe: study underway, first phase of study to be completed Q4 2009, may extend to Q1 2010 B3.1: Net Savings White Paper • Purpose: To lay groundwork for future development of regionally consistent definitions and measurement approaches for net savings by documenting issues/challenges associated with existing approaches and proposing options/recommendations for next steps. • Timeframe: Begins Q4 2009, completion in Q1 2010 B3.2: Impact of EE Programs on Advancing Codes & Standards • Purpose: To lay groundwork for estimating savings associated with improvements to building energy codes and standards. • Timeframe: Begins early 2010, completion in Q2 2010 9

  11. Education & Information Access Activities Info Access and Confidentiality Policy: To address accessibility to Forum products and materials, and protection of confidential information. Policy reflected in public nature of Forum materials, standard documents in RFPs, 3rd party contracts, and Forum website EM&V Library: Under development, will provide ready, web-based access to information about state, regional and national level EM&V resources and data (e.g. studies, reports, projects, contacts), Fall 2009 Forum Website: Key vehicle for all Forum communications. New Forum website launched in October 2009 Forum Communications Plan: Forum outreach activities to ensure Forum products are understood and ultimately implemented/used in Forum states 10

Forum Projects Potentially Useful for NAESB • A1 – Glossary of Terms & Acronyms - evolving document • A2 – Common EM&V Methods Guidelines • Part A: Research existing EM&V practice for priority program types/technologies/measures: • Recommend methods to estimate a) preliminary savings for planning purposes; b) gross evaluated energy and demand savings; c) net savings; and approaches to determine d) baselines; e) measure persistence; and f) levels of savings rigor or uncertainty. • Interviews with Forum states, CA, OR, Canada, IPMVP, ASHRAE, ISO/RTOs • Part B: Review savings/input assumptions for priority measures (TRMs or equivalents) and identify if/where greater consistency may be warranted 11

Forum Project A2 – Common EM&V Methods cont. • $250,000 project - KEMA is contractor • Project Schedule • Interviews/research - underway • Draft Deliverables - early Dec • Final Report/Guidelines - late Dec/early Jan • Criteria used to select priority program types/measures: • Magnitude of savings (i.e., relative significance of the energy/demand savings); • Suitability (i.e., are there likely to be well-defined algorithms, assumptions, etc); and • Savings complexity/diversity and benefit of a common, regional approach (e.g., non-lighting categories where a broad spectrum of methods and assumptions exist) 12

  14. A2: Develop EM&V Methods Guidelines and Survey Priority Measures (Parts A and B) 2010 project to develop/recommend EM&V methods and savings assumptions for emerging technologies (e.g., LEDs, ductless mini-splits, consumer electronics, super-insulation) 13

  15. 2010 Forum Project Agenda & Budget - Summary 14 • Mix of Protocol Development, Research & Evaluation projects • Projects are either new or “supplemental” to 2009 projects: • Methods to Calculate Net Savings (or 2011?) • EM&V Methods for Emerging Technologies • Guidelines for Incorporating EE into System Planning • Develop Incremental Cost Assumptions • Loadshape research – continued • Measure Persistence research - continued • Natural Gas R&E • Project agenda and $2.35 million budget adopted by Steering Committee in late October, with state interest largely confirmed but further discussion on certain project scopes • Next steps – convene project subcommittees, develop full project scopes, obtain funding commitments
