  3. EU legal framework • EU legal framework regarding • sport and gaming • COM: «IM watchdog», European integration, consultation • Cross-sectoral responsibilities. DGs MARKT, EAC, EMPL, JLS, SANCO, TAXUD, TRADE • Limited EU competence for sport: before but also after ratification of the Lisbon Treaty • White Paper on Sport: autonomy, subsidiarity, EU added value • Strong EU competences for ensuring the functioning of the EU Internal Market

Ethics in sport • Underling question of ethics: sport • Sport’s core principles: fairness, integrity, respect, responsibility, tolerance, safety • But ethical dilemmas too – White Paper on Sport tackles some threats to sport: doping, violence, money laundering, trafficking of players, misuse of data • Sport requires ethical commitment at all levels: crucial to ensure sport can fulfil its societal functions • The values of sport are highly ethical

Ethics in gaming • Un/ethical behaviour in sport betting • The allure of winning can lead to unethical behaviour • Value-driven sport makes a difference – so can and should responsible gaming activities • Unethical and illegal behaviour is on the rise: • Code of Ethics, Surveillance systems • A role for the State? • A role for the EU? • Preserving the integrity of sport events: sport rights protection - the question of fair returns to right-owners

  6. Conclusion • Avenues at EU level • Take into account the interests of sport in the discussion on the reorganisation of gaming markets. Ensure sport can play its role in society • White Paper on Sport: Study on different systems of sport funding across the EU • EU limits to national regulatory action – infringement cases • Depending on political will: the broader topic of gaming and fair financial returns to sport could be back on the agenda • Further dialogue
