Time Charter • 2002 Appropriations • “...the Committee directs NOAA to enter into a long-term lease or charter of a U.S. purpose-built, U.S. flag hydrographic survey vessel which is capable of performing the full scope of necessary hydrographic services.” • MOU with MSC • August 2002 - Advertise for vessel complete with all equipment and operators.
Time Charter • MSC legal opinion on Brooks Act • Procurement split • MSC acquire vessel • NOAA acquire surveyors via A/E • MSC proposal evaluation begins - Jan 2003 • Several protests and GAO review/decisions • Ocean Services cleared to work April 2004 • NOAA selects SAIC as A/E provider
Time Charter • One year contracts w/ options • Ocean Services provides vessel and two launches with hull mounted multibeams • SAIC provides all other equipment and equipment operators • NOAA provides 3-5 individuals for contract oversight, quality control, planning, etc.
