Who must comply - • VDEM hasn’t sent our locality any DHS money for several years – Why do we have to be NIMS Compliant? • Although DHS no longer allows Virginia to distribute Homeland Security grant funds on a “Base + Population” basis, all localities benefit from funded programs such as regional Haz Mat Teams, training programs, health initiatives, communications assets, etc. (80% of these funds must support local projects & services)
What about other Grants & NIMS? • Is NIMS Compliance tied to other federal grant programs? • Yes – under HSPD 5 - All federal grants listed as “Preparedness” programs must require NIMS Compliance as a condition for accepting these monies.

NIMSCAST MANDATE! • Do I have to use NIMSCAST? • Yes, the DHS Grant Guidance for both 2008 and 2009 REQUIRE reporting of annual NIMS compliance through NIMSCAST.
NIMSCAST Accounts • How do I establish a NIMSCAST account? • Every Locality – City/County and some towns had NIMSCAST accounts established in 2005.
Finding NIMSCAST • Where do I find NIMSCAST On-line? • https://www.fema.gov/nimscast
NIMSCAST Access • How do I get access to my locality’s NIMSCAST account? • VDEM OT&E is the official Point of Contact (POC) for NIMSCAST – We grant access to each local Emergency Manager/Coordinator using e-mail addresses. We can change the access when there are staff changes, etc.
Additional NIMSCAST Access • How do I give NIMSCAST access to my staff? • The local Emergency Manager/ Coordinator has ADMIN level access and can grant all levels of access to other authorized users as they choose under the "Manage Permissions” function.
NIMSCAST USE - • How many localities are actually reporting in NIMSCAST? • As of 11/02/2009 there were only 49 localities (36%) who had reported their 2009 data in NISMCAST. • Only 54 (40%) had reported their 2008 data.
FY 10 NIMS Requirements • What new NIMS requirements are expected for 2010? • Although official requirements are not expected until about February, we do know these items from the NIMS 5-year training Plan.
