Why a conference about Grands Projets? • A challenging and countercyclical conference : • the end of the industrial policy, interventionism • toward horizontal policy instrument • policy focus on SMEs • Two evidences that Grands Projets might be an old-tired policy tool… • how hard we had to shake the tree to find projects that match our definition.. • only the French still claim to do Grands Projets… and maybe not for long ! • So why? • the right time (and place) to think peacefully about the added value of GP • the debate on GP has been too political, unsound foundations… • major technological changes needed (climate, environment,…)
The objective of the conference • Reopen the debate on GP • their positive and negative aspects (theoretical/case-based) as a policy tool • their ability to cope with current challenges, achieve Lisbon Goals, ERA. • Build upon existing knowledge on GP to assess their added value • although the area is now crowded out by scholars… • although policy makers hide their Grands Projets… • … there is a massive body of literature and a wealth of experiences • Key questions • what are the best practices for managing GP? • what should be the role of public authorities in GP?. • what is the impact of GP on innovation?
