  1. RFP FOR DEVELOPMENT OF TRAINING MATERIAL, PROVISION OF BASE LINE TRAINING AND PROMOTION OF SASSA IN-HOUSE CORE TRAINING COMPETENCE

Purpose of tender • SASSA is looking for a service provider to be appointed on contract for 24 month period to deliver the following services: • Develop training material – accredited through SAQA and the Health and Welfare Service SETA. Ensure that there is a process to update training material when required, to ensure that it remains relevant • Provide baseline skills training for social grants administrators and management at local office level • Develop training competence within SASSA – SASSA will identify staff within each region to be training champions, to ensure continuation of training after the end of the contract • Develop an e-learning platform, compatible to SASSA’s existing ERP system, which will facilitate on-going learning and provide reference tools to guide staff • Facilitate linkages between SASSA and the Department of Public Administration School of Governance

Competencies to be covered in training Training programme to include the following: • Orientation module : targeting all new staff entering the organisation • Change Management • Legislative framework • Social Grants Administration • Customer Care • Management Development – focusing on different levels of staff at local office level : operational, junior management and middle management • Training content (particularly that related to social grants administration) to be developed together with nominated SASSA staff

Evaluation criteria • Technical evaluation will include a presentation, which will be scored. • Major areas to be scored: • Methodology and approach to project, including skills transfer (20) • Training manuals and content; tools for continuous assessment and monitoring (40) • Proposed work plan and timetable (10) • Experience of project team in similar projects (15) • Knowledge and understanding of applicable legislation and policies in the sector (15) • Only those bidders who score at least 70% for the technical evaluation will be considered for phase 2 evaluation – price and BEE

  7. Special conditions • All material developed for this contract will become the property of SASSA • All information, documents, programmes and reports developed in implementing this contract must be regarded as confidential and may not be made available to any person or institution without SASSA’s authority • A service level agreement will be signed with the successful bidder – this SLA will detail issues such as phases of the project, schedule for payment and expected deliverables

  8. Other conditions • The bidders should cost the development of the training material; development of e-learning modules; presentation of training separately to facilitate evaluation and comparison across bids • SASSA will be responsible for the costs associated with training venues, staff travel and accommodation. The service provider will be responsible for the costs associated with the training facilitators, training material for all trainees and assessments of training completed. • The service provider should indicate the charge out rates for all staff involved in the project
