  1. ESF 14 Overview:Long Term Community Recovery FEMA Region V Recovery Division, Public Assistance Branch Fred Kaehler and Don Simko April 2011

  2. Help create a shared understanding of the problems facing communities. Facilitate an inclusive community-wide dialogue that launches a strategic recovery road map. Assist with coordinating State, Federal agencies, private sector organizations and non-profits to achieve optimal recovery. LTCR program goals;

  3. The LTCR program expands the recovery effort beyond the traditional FEMA recovery programs: “Coordinating and synchronizing”

  4. ESF 14 Activation; 2008: ESF 14 responded with assistance to 11 of the 75 federal declarations that year. • Generally for a catastrophic event, or locally catastrophic event that overwhelms the communities ability to recover. • When the FCO or State sees the need, ESF14 is activated. • Team of FEMA and other federal personnel with specialized backgrounds (e.g. community planning, development, infrastructure).

  8. County Emergency Managers • Have residents been displaced and will they return? • Will all local business return? • Do you need to rebuild to pre-disaster conditions? • Involve community and local business in planning. • You may play a role in others catastrophic recovery.

  9. Recovery Remember that there are other federal agencies and other sources of funding both public and private.
