5. Les SNS demeurent fragiles et vulnérables: budgets insuffisants, gestion qui laisse à désirer, ressources humaines insuffisantes et non satisfaction des besoins des utilisateurs ; 6. Aucun cadre formel d’évaluation des besoins dans la plupart des pays; 7. Comités producteurs / utilisateurs qui ne fonctionnent pas; 8. Les SNS n’ont pas su faire face aux nouveaux défis : décentralisation, bonne gouvernance, exigences en matière de genre, de données sur les ménages / les communautés, le VIH-SIDA, la pauvreté; etc; Main findings PARIS21 – Regional Workshop – Kampala, 23-26 July 2001
Bien que pertinents, le PAAA et sa stratégie de mise en œuvre n’ont pas été bien popularisés et véritablement adoptés par les parties concernées; Il été mis en œuvre patiellement et non globalement par certains pays; Seuls quelques uns des succès de certains pays peuvent attribués au PAAA; Les responsables et décideurs n’ont pas reconnu l’importance stratégique de la statistique et les SNS ne sont pas associés à la formulation des politiques économiques et sociales; Main findings PARIS21 – Regional Workshop – Kampala, 23-26 July 2001
9. Les SNS qui ont eu un statut d’automonie et ont été dirigés par des cadres qualifiés, ont réalisé des performances appréciables; 10. Les centres de formation n’ont pas su s’adapter et dispensent des cours plutôt théoriques; 11. Beaucoup de pays ont élaboré des plans de développement à court, moyen et long terme mais n’ont pas su anticiper les défis présents; 12. Les SNS ne disposent toujours pas de la masse critique de personnel qualifié malgré les efforts fournis dans ce sens au cours des dernières decennies; Main findings PARIS21 – Regional Workshop – Kampala, 23-26 July 2001
13. La capacité d’assistance de la CEA a été subitement et drastiquement réduite avec l’arrêt du financement de certains programmes par le PNUD et le FNUAP; cette capacité a également souffert de la non application de la recommandation du PAAA relative à la mise en place d’une équipe de conseillers régionaux; 14. La CEA, à l’instar des pays n’a pas mis en œuvre completement les recommandations du PAAA; Main findings PARIS21 – Regional Workshop – Kampala, 23-26 July 2001
15. LA CEA n’a pas su être le modèle pour les SNS africains en mettant en place une base de données appropriée pour les beoins de ses différentes divisions ni être la « source qui fait autorité en matière de données statistiques sur les pays africains » comme recommandé par le PAAA; 16. Les SNS dans la plupart des pays n’ont pas su exploiter les nouvelles technologies de l’information et de la communication pour accélérer le développement de la statistique dans leurs pays; 17. Les organisations sous-régionales jouent un rôle clé dans l’harmonisation des méthodes statistiques et des nomenclatures par la formation et l’organisation d’ateliers et séminaires; Main findings PARIS21 – Regional Workshop – Kampala, 23-26 July 2001
18. La non coordination de l’assistance technique a limité son impact malgré son importance; 19. L’appui des bailleurs de fonds à la mise en œuvre du PAAA a été insuffisant; dans le cas contraire il s’est arrêté avant l’échéance de l’exécution des plans; 20. La situation des systèmes statistiques de bien des pays africains laissent encore à désirer et la plupart des recommandations du PAAA demeurent valables; cependant il faut les ajuster pour tenir compte des nouveaux défis à la statistique africaine; Main findings PARIS21 – Regional Workshop – Kampala, 23-26 July 2001
