HRSA/HAB Measures What are the HAB Measures? Historical Data for Tier 1 Measures Tier 2 and 3 Measures
HRSA HIV/AIDS Bureau Core Clinical Performance Measures • Developed in December 2007 • Grantees are encouraged to include the core clinical performance measures in their QM Plans. • Performance Measures are being released in phases: Group 1 is now available; includes 5 measures deemed critical for HIV programs to monitor. • Additional measures scheduled for release in early 2008.
Historical Data- Tier 1 Measures Tier 1 implemented April 2008 Initial numbers indicated significant room for improvement, though not necessarily a lack of quality care. Focus on improving numbers resulted in drastic change between RW 2007-2008 and RW 2008-2009.
Tier 2 and 3 Measures • Tier 2 measures should be used by established programs to further efforts to improve the quality of care delivered to clients. • Tier 3 measures represent "best practice“ areas, but may lack written clinical guidelines or rely on data that are difficult to collect. • Reporting for Tier 3 Measures is being created by BVCOG data manager, so accurate data is not available at this time.
