In china have 5 practical levels of local government the province and autonomous region、city and autonomous prefecture、county and autonomous county、township and ethnic township、village and autonomous community(direct election) now It is the world's fastest growing major economy , with growth rates averaging 10% over the past 30 years. 650,000,000 people were lifted out of poverty But China used to one of the poorest agricultural countries in the world WHY ?
