Agenda blocks – addressing stumbling blocks • Addressing the fragmentation of system through agreeig on the main functions of the system and how to organize them at: • National level – harmonization of roles and mandates between actors in the reform (national, regional, local levels, sectors, private service providers) to perform a gatekeeping role (Plenary 2) • Local level – developing a continuum of services (Breakout sessions 1-3) • Overcoming dominance of residential care institutions (Plenary 3): • Through National planning for restructuring of institutions and development of services at local level. • Operationalizing the policies and legislation (Plenary 5): • Costing, budgetting and reallocation of resources • Transition funding and fiscal space for reforms Reform of the Child Care System: Taking stock and accelerating action
