  3. The first meeting • Concerns about motive • Nervousness to share information • Own business protection • Why federate? • How far do we go? • Who is going to drive it?

  4. Memorandum of Understanding “A memorandum of understanding (MoU) is a document describing a bilateral or multilateral agreement between parties. It expresses a convergence of will between the parties, indicating an intended common line of action. It is often used in cases where parties either do not imply a legal commitment or in situations where the parties cannot create a legally enforceable agreement.”

Legal standpoint • Not a constituted legal entity • An agreement to work together • RCGP Federation toolkit (The King’s Fund, The Nuffield Trust and Hempsons solicitors) • Not a merger of partnerships • No price fixing • A mechanism to share knowledge and working practices • In the future, a Ltd Company could be formed

What can be achieved? • A response to a perceived threat in the external environment • A desire to gain economies of scale in (often specialised) service delivery • To share risk in healthcare purchasing or commissioning • For training and education purposes • To organise out‐of‐hours care • To bid for primary care service contracts • To undertake clinical governance activities.
