Background and Achievements • 2004 – CBERS free data policy in Brazil • CBERS data available on the Internet free of charges • 2007 – CBERS for Africa Initiative • Extension of CBERS free data policy for Africa • 2008 – Data Democracy Initiative led by CSIR • 2008 – Unrestricted and full access to Landsat data • 2009 – Data Democracy Initiative led by GISTDA • 2009 – ESA announced free GMES satellite data • 2010 – Data Democracy Initiative to be led by INPE The 23rd CEOS Plenary I Phuket, Thailand I 3-5 November 2009

Public EO Data Dissemination • CBERS for Africa Initiative • Agreements signed with South Africa (CSIR), Spain (INTA), and Egypt (NARSS) • Hartebeeshoek operational but with processing issues • Maspalomas became pre-operational in early September • Aswan is expected to begin operations in December • Malindi would complete coverage over Equatorial Africa • Gabon is working to set up a CBERS ground station • INPE is committed to continue this initiative in 2010 • Sentinel Asia support to disaster management The 23rd CEOS Plenary I Phuket, Thailand I 3-5 November 2009

Free and Open-Source Software • Image orthorectification tools by INPE • Add-on function for SPRING GIS (www.dpi.inpe.br/spring) • Command line stand-alone program for Linux and Windows • Continuous development of free and open-source Image Processing and GIS technologies by INPE • TerraLib GIS classes and functions library (www.terralib.org) • Marlin image visualization tool (www.dgi.inpe.br/CDSR) • Sismaden computational architecture based on services for disaster management (www.dpi.inpe.br/sismaden) • INPE and GISTDA intend to discuss the possibility of designing a Data Democracy Portal The 23rd CEOS Plenary I Phuket, Thailand I 3-5 November 2009

Training in GIS and Remote Sensing • INPE’s actions in accordance to the GEO CB strategy • Development of training material and training programs for African end-users of CBERS images • Training programs in techniques for forest monitoring (www.dpi.inpe.br/terraamazon) • Build capacities to allow end-users to solve their own problems • Training programs to South African Development Community Universities (CSIR) • Training on data access and management of natural disasters in Southeastern Asia (GISTDA) The 23rd CEOS Plenary I Phuket, Thailand I 3-5 November 2009

Conclusions • Data Democracy concept goes beyond data access and needs to include software availability and training • Data Democracy concept certainly relies on a more active participation of CEOS agencies • INPE will go on with the Data Democracy concept • Support to the new GEO Task on Data Democracy • Participation in the GEOSS Data Sharing Task Force • INPE encourages CEOS agencies to join us!
