Just Culture environment in Europe • The following description of “just culture” has been developed in Europe: “A culture in which front line operators or others are not punished for actions, omissions or decisions taken by them that are commensurate with their experience and training, but where gross negligence, wilful violations and destructive acts are not tolerated” • Institutionalisation of improved collaboration between aviation safety and judicial authorities.

Recommendation • Establishment of task force to: • identify and provide advice on the necessary elements of a collaborative approach by aviation and judicial authorities, in order to achieve a balanced approach to both the full reporting and sharing of information and the proper administration of justice; • consider and recommend amendments to current ICAO SARPs and other relevant documentation which would facilitate such a collaborative approach. • Multidisciplinary task force composition: • legal experts from States’ regulatory and judicial authorities, • aviation professionals and businesses, • international organisations
