The Accession Process • Nov. 2007: OECD Council approved Roadmaps for Accession of [5 countries] to OECD Convention • Israel, Chile, Estonia, Slovenia, Russia • Reflects the OECD Mandate as a hub for discussion of global issues • Ministerial Council will base decisions on: • Initial Memorandum: a country’s position with respect to each OECD Legal Instrument • Advice by OECD Committees on specific subjects • Aim is to ensure coherence of policies and practices of the A5 with those of existing members
The Accession Process Status • Candidate Countries named official Coordinators • OECD Process managed by DSG Thelma Askey • Most have completed the Initial Memorandum • Committees, and supporting OECD Secretariats, now examining statements and documentation • Committees to develop reports & recommendations • Council will take final decision
The Statistical Accession Process • No Legal Instruments pertaining to Statistics • But the OECD strategy included Statistics and Statistical Systems in the first round reviews • Statistics are fundamental. • Statistics underpin all the critical Policy Areas • Committee on Statistics (CSTAT) will conduct a review and provide a recommendation to the SG • Two experts from OECD Countries to participate in Final Review of each Accession Candidate
